COMMUNICATION WITH CITY COUNCIL, <br /> 3 6.1 Designate a Planning Commission member to the April 27, 2004 City Council Meeting. <br /> 4 <br /> 5 Chair Stromgren stated that there is no a need for a Commissioner to attend the next City Council <br /> 6 meeting as there is no public hearing this evening. <br /> 7 <br /> 8 VII. CONCEPT REVIEW. <br /> 9 <br /> 10 7.1 John Lovelette, 3201 32"d Avenue,Review Requests for Building a New Home: (a) <br /> 11 Square Footage Variance, (b)Lot Width Variance; (c) Floor Area Ratio Variance. <br /> 12 <br /> 13 John Lovelette stated that he and his wife Joan recently purchased the property located at 3201 <br /> 14 32nd Avenue with the intent to remove the current structure and build a new home. He reviewed <br /> 15 the lot size and variance requests with the Commission. He explained that they plan to demolish <br /> 16 an 80-year old home currently located on the property and build a new two-story, 2,783 square <br /> 17 foot home. He noted that the property measures 50 x 175 stating that the variances necessary to <br /> 18 complete the home include a square footage variance because the property's lot size is under the <br /> 19 minimum lot size of 9000 square feet, at 8,750 square feet. He stated that they are requesting a <br /> 20 250 square foot variance for this requirement. He explained that the minimum lot width is 75- <br /> 21 feet noting that the property lot width is 50-feet, which would require a 25-foot variance. He <br /> 22 stated that the third variance is for floor area ratio noting that the floor area maximum is 30 <br /> 23 percent of the lot. He explained that the proposed home would exceed the floor area ratio <br /> 24 requirement by 99 square feet and reviewed with the Commission. He stated that the variance to <br /> 25 meet the City's floor area ratio requirement would be in the amount of 99 square feet. He noted <br /> 26 that there is a discrepancy in the square footage from the Building Official figures and the plan <br /> 27 stating that the basement level and garage square footages are excluded from the calculation. <br /> 28 <br /> 29 Mr. Lovelette provided the Commission with an overview of the house design and reviewed the <br /> 30 front and rear elevations with the Commission. He referenced the front and back hip roof and <br /> 31 elevations and reviewed with the Commission. <br /> 32 <br /> 33 Chair Stromgren asked Mr. Lovelette to review the site plan and house design with the <br /> 34 Commission. Mr. Lovelette provided the Commission with a copy of the draft site plan for their <br /> 35 review noting that this is not the main survey version. He stated that he would submit the final <br /> 36 survey for their review by May 7, 2004 noting that it would include the dimensions.as shown on <br /> 37 the current draft. <br /> 38 <br /> 39 Mr. Lovelette indicated that the driveway entrance would come off from 32"d Avenue and <br /> 40 reviewed the approach with the Commission. He noted that the current approach is 35 feet wide <br /> 41 and would in approximately 25 feet with a width of the 25-foot line, encompassing a 16-foot <br /> 42 door. He reviewed the entry sidewalk leading up to the porch, which is also shown, on the front <br /> 43 elevation design. He noted that from the back it would incur 50 feet rear yard to the front of the <br /> 44 porch. He indicated that the homes to the left and right of their property are set back further than <br /> 45 the proposed 50-feet for his proposed home and reviewed with the Commission.
