Page 2
6 . Ordinances & Resolutions (Cont'd)
f. Second reading of Zo:iing Ordinance #1976-06 . Recommend approval .
g. Parking Lot Ordinance from Falcon Heights & Minneapolis . Larry
Vickrey has reviewed the ordinances and feels that the city has
the authority to enact such ordinances but feels there might be
some problems with enforcement, particularly with an ordinance
like the Minneapolis one. . Before Larry prepares an ordinance
he and I need to know which type of ordinance the Council wants
to adopt, one similar to Minneapolis or one similar to Falcon Heights .
h. Sample resolution regarding parking on 29th . Enclosed please
find a letter and attached resolution from John Bearden of
Comstock & Davis . I believe the letter and resolution are self
explanatory.
ACTION: Recommend approval.
1 • RESOLUTION 76-030 A RESOLUTION AUTHORIZING FILING OF APPLICATION
FOR GRANT TO SUPPORT RESIDENTIAL PROPERTY OWNER SUBSIDIES UNDER
THE PROVISION OF THE MINNESOTA_ STATUTES SECTIONS 18 . 023 .
ACTION: The state requires that we adopt as part our application.
RESOLUTION 76-031 A RESOLUTION AUTHORIZING ENGINEER TO MAKE
FEASIBILITY STUDY AND COST REPORT.
ACTION: This resolution should be adopted so we can proceed
Swith the improvement of Stinson North of Silver Lane and so we can
assess the property owner involved if the Council decides to.
7 . Old Business
a. Discussion of completing walkway north of Silver Lane. To
date the walkway the city has installed along the west side of
Silver Lake Road has not been completed adjacent to the two
lots just north of Silver Lane. I feel we should complete the
walk in that area at this time. The county, although they
didn ' t inform me until just recently, discovered that the City
has an (easement along the area in question and can install the
walk with no legal problems , I would recommend that we install
asphalt and have our maintenance department do the work .
ACTION: Recommend approval .
b. Discuss repair of tennis courts and hockey rink. I have met
with Dr. Renz regarding the school ' s participation on both
projects and he has indicated the School district will participate
in 1/2 the cost of resurfacing t1Ye northerly tennis courts and
patching the easterly court where they have sunk again. He also
indicated he will recommend to the board that they spend up to
$1 , 000 . 00 for materials for the hockey rink .
ACTION: Recommend we proceed with both projects so they can be
completed before the construction season is over .
