M <br /> CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> March 7 , 1981 <br /> WORK SESSION <br /> The meeting was called to order at 8 :40 A.M. <br /> Present: Le.tourneau, Ranallo, Haik, Sundland, Marks. <br /> Absent: None. <br /> Also present: Fornell, City Manager; Rod Kelsey, Stanton Associates , Inc. <br /> A brief discussion on the N.L.C. Legistlative Conference ensued. Many <br /> cities are concerned about the Reagan administration's impact on <br /> urban programs but- there was a wait and see attitude by the majority. <br /> A lengthy discussion ensued about the City 's non-organized employee <br /> compensation program. <br /> Mayor Haik gave the background on the program and recent developments . <br /> Rod Kelsey advised the City Council to look at the positives that <br /> have come, in part ,or as a .result of the program, in terms of <br /> employee and productivity growth. He then asked each Councilmember <br /> what they felt about the program. <br /> Councilman Letourneau was concerned about major changes in the program <br /> and felt it was working reasonably well and that performance should <br /> come before compensation. <br /> Councilman Ranallo felt there was a need to review job descriptions <br /> and to re-evaluate the jobs . He was concerned about potential <br /> liability of.-,a program and wanted to see the supervisory ranges <br /> reviewed. He felt that we could possibly just increase the 1980 <br /> ranges by a greater percentage. <br /> Mayor Haik felt the City' s financial constraints had to be recognized <br /> but that they were not as severe as a few years ago. She felt the <br /> program had given direction to positions and that performance had <br /> to be recognized. The program must be communicated to the employees <br /> also. <br /> Councilman Sundland saw the program as a "tool" and that productivity <br /> improvements probably have been forthcoming. He felt there was a <br /> need for employee input in the job descriptions and their update, <br /> which is probably necessary. He felt there is a danger in ranges <br /> which are too high yet the City must be able to recognize performance <br /> in some fashion either in administration by the City Manager or by <br /> recommendation to the City Council. <br /> Councilman Marks -felt the employees should be involved in some fashion <br /> and that he has seen improvements , although he cited his limited time <br />�` r on the. Council. He felt there needed to be recognition for performance. <br />
