-2- <br /> Mr. Fornell gave his perspective in trying to reconcile a number of <br /> perspectives and interests. He felt the city financial situation. and <br /> productivity were- better, that this is one management tool and that <br /> the issue to him is market and internal equity for true performance. <br /> He felt the program had been administered as best he could but that <br /> it had some flaws and the recommended program would.. correct those <br /> flaws. <br /> Lengthy discussion- -ensued about. the various points raised. The <br /> Council was in agreement that a,.job- description/accountability program <br /> was very necessary. Differing opinions were expressed about how <br /> salary ranges should be established, how performance is determined <br /> and how and by whom the program is administered. <br /> After more discussion., review of selected .ranges. in 1980 and as <br /> proposed, and how ranges are to be applied to various positions , the <br /> Council directed. the City Manager to prepare a. comparison of three <br /> options :. <br /> (1) The January, 1981 program' as proposed. <br /> (2) The 1980 program with a 12% range increase., across the board. <br /> (3) The 1981 program with "A range restricted above the top of the <br /> "B" range. <br /> The budget impact, 1980 salary data, and 1981 total adjustments are <br /> also to be supplied for a work.- session on Saturday, .March 14th at <br /> 8 :15 A.M. <br /> Rod Kelsey departed at 1: 40 P.M. <br /> Mr. Fornell discussed the options available to the City in regard to <br /> reserve firefighter compensation. . He said there are problems with <br /> all three: a Relief Association, severance pay or deferred compensa- <br /> tion under the state program. Some benefit the younger or older <br /> reserves, some have restrictions on the City 's options. He was <br /> directed .to specify the options and problems; to the reserves and <br /> solicit,,-their reaction and proposal. Up=front compensation increases <br /> were also discussed but it was. felt that the two must be considered <br /> together. <br /> There was a discussion about the status of the Kenzie Terrace Study <br /> and whether more housing is not feasible, whether thestudy should <br /> be continued and. what might be ' accomplished. <br /> The meeting was adjourned at 2 : 30 P.M. <br /> Mayor <br /> ATTEST: <br /> City Clerk <br />
