Planning Commission Meeting Minutes <br /> November 21, 2000 <br /> Page 2 <br /> 1 7. COMMUNICATION FROM CITY COUNCIL. <br /> 2 Commissioner Melsha agreed to be the Planning_ Commission representative to the November 28, <br /> 3 2000 City Council Meeting. <br /> 4 8. PUBLIC HEARINGS. <br /> 5 None. <br /> 6 9. NEW APPLICATIONS. <br /> 7 9.1 Concept Review re:Proposed Request by Mako,Inc.to Deed.Private Alley to the Cit of f St. <br /> 8 Anthony. <br /> 9 Bergstrom reviewed this issue for the Planning Commission by stating that Mako, Inc. (Judy and <br /> 10 Chet Makowske)was interested in deeding an alley to the City of St. Anthony. The alley is 20 feet <br /> 11 wide and it begins at Rankin Road and dead ends into the Arbors townhouse Development. <br /> 12 According to the Makowskes,the neighboring properties are amendable to deeding the alley to the <br /> 13 City. <br /> 14 It was noted that a public hearing is not required for this request; however, the City Council was <br /> 15 looking for Planning Commission opinion at this time and possibly a resolution <br /> At this point, Mrs. Judy Makowske approached the Commission and offered to answer any ques- <br /> 40 tions. Stille inquired if the City owns any other alleys. Mrs. Makowske noted that the City owns <br /> 18 and maintains a number of alleys. <br /> 19 Thomas asked for a brief history of the concept of donating the alley to the City. Mrs. Makowske <br /> 20 introduced her husband, Chet Makowske,and invited him to address that question. Mr. Makowske <br /> 21 noted that his parents originally bought a tract of land in the area. Mr. Chet Makowske later built <br /> 22 his home in the middle of a field and, prior to the Village coming in, the road was supposed to go <br /> 23 in front of his house. However, the road was not placed in front of his house, and his home faces <br /> 24 the alley instead. The alley has had to be closed off because there was traffic going through. <br /> 25 Mr. Makowske continued by stating that insurance is impossible to obtain because it the alley is <br /> 26 viewed as public land. The property is in excellent condition with approximately 6 inches of asphalt. <br /> 27 The Makowske's would like to deed the property to the Village. <br /> 28 Bergstrom asked for Commissioner's input and received general approval. <br /> 29 Motion by Bergstrom, second by Stille, that the City of St. Anthony accept the private alley from <br /> 30 Mako, Inc. to be owned by the City and maintained by the City. <br /> 31 Motion carried unanimously. <br /> 9.2 Concept Review re: Monument Sign for City Hall. <br /> 3 Bergstrom reviewed this matter for the Commission by stating that the City Council is interested in <br /> 34 a monument sign in front of the City Hall/Community Center Building.
