CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> January 8, 1980 <br /> • <br /> The meeting was called to order by Mayor Haik at 7 : 30 p.m. <br /> Present for roll call: Letourneau, Ranallo, Haik, Sundland and Marks. <br /> Also present: Jim Fornell, City Manager; Ron Berg, Administrative <br /> Assistant; William Soth, City Attorney; and Carol Johnson, Clerk. <br /> Mayor Haik welcomed Councilman Marks to the Council, thanking him <br /> for the years of service on the Planning Commission which should <br /> provide him with unique expertise for his new position. <br /> The minutes for the Council 's December 18 meeting were corrected <br /> and clarified as follows: <br /> Page 1, para. 6 : Substitute "Advisory Committee to the <br /> Health Board" for "Health Board" in <br /> the third line. <br /> Page 3, para. 3 : The motion approving the variances for <br /> the Stafford building was clarified to <br /> indicate the final landscaping plans <br /> must be presented for Council approval <br /> prior to occupancy. <br /> Motion by Councilman Letourneau and seconded by Councilman Marks to <br /> approve as corrected and clarified the minutes for the Council meeting <br /> held December 18, 1979 . <br /> Motion carried unanimously. <br /> The minutes for the Public Hearing on the amendment of projects and <br /> activities to be funded for Year VI Community Development Block Grant <br /> funds which was held before the Planning Commission, December 27 ,- 1979 , <br /> were presented by Brad Bjorklund, Chairman Pro Tem. He suggested <br /> the minutes should be amplified to indicate intensive advertising <br /> and publicizing of the availability of the CDBG funds for rehabili- <br /> tation of existing residential housing will be necessary in order <br /> for the program to succeed. Mark Elmberg, Hennepin County Office <br /> of Planning and Development, was again present as he had been at <br /> the Commission' s hearing to discuss the program with the Council. <br /> Mayor Haik expressed the concern of the Council that it might prove <br /> to be confusing to the public to tell them initially that the adjusted <br /> income level for qualifying for the funding will be $7,500 and then <br /> change those limits upwards if the response warrants a change later. <br /> However, they indicated a willingness to accept the assurances of <br /> Mr. Elmberg that the county will handle the publicity in such a <br /> manner that there will be no reason for a person who might qualify <br /> failing to apply for the funds. They also accepted his recommenda- <br /> tions for changing the avarage rehabilitation expenditure to $5,000. <br />
