Hansen Company for their <br /> progress billing for the City' s 1979 audit., <br /> Motion carried unanimously. <br /> Motion by .Councilman Letourneau and seconded by Councilman Ranallo <br /> to approve payment of $2,066.25 to the Dorsey firm for legal ser- <br /> vices to the City- in October; -1979 . <br /> Motion carried unanimously. <br /> Reports <br /> Councilman Marks reported a telephone call from Gordon Hedlund- in <br /> which he reiterated his objections to the Council' s refusal to <br /> • classify an Insty Print shop as a permi.tted commercial use in the <br /> City Ordinance where print shops are now classified only as a light <br /> .industrial use. The Councilman reported he had told Mr. Hedlund <br /> he felt ,all legal requirements including a hearing before the <br /> Planning Commission has been met regarding his proposal and since <br /> the Council had refused to follow the recommendations from the <br /> Commission regarding the matter, it would not be productive to <br /> pursue the matter further. Mr. Soth reported Mr. Hedlund' s attorney <br /> had contacted him regarding the matter -arid had been advised the PUD <br /> ordinance will have to be amended to allow the proposed use since <br /> the Council had clearly indicated it does not want the permitted ' <br /> service office classification expanded into retail or commercial. <br /> He said he had also suggested . in the interest of clarity it might <br /> be helpful for any further requests from Mr. Hedlund be written <br /> by his counsel. <br /> The Mayor expanded on the memorandum which had been provided Council <br /> members regarding the possible development of .low income housing <br /> being developed on the two problem sites . owned by the Johnson Florists <br /> and Gordon Hedlund, which might result in a .better housing mix for <br /> the City which may be a .requirement for financing of the proposed <br /> senior- housing on .Kenzie Terrace. Mr: Fornell said the deadline <br /> for applying for HUD funding is about the end of February. He also <br /> estimated if the senior housing project goes through, .the City <br /> could realize up to $80.,000 in tax revenues under a tax increment <br /> -financing program. <br />
