"6- RESOLUTION 80-010 A RESOLUTION APPOINTING A RESPONSIBLE AUTHORITY • AND ASSIGNING DUTIES UNDER THE DATA PRACTICES ACT. Motion carried unanimously. Alphonse E. Perez, of the Minnesota Pollution Control Agency, provided an assessment of the noise survey conducted in the City in his letter of December 13 , as had .been requested' by the Council , and the Manager ' s recommendations regarding further action were noted and filed along with Mr. Perez ' s comments. The Council accepted the Manager ' s recommendations that the Capital Improvements training for elected officials .by the Metro Council could be deferred until July. The Council then adopted the - calendar for January, February and March, suggested in Mr. Fornell ' s December 27 memorandum, including the cancellation of the February .26 .Council meeting. Motion by Councilman- Ranallo and seconded by Councilman Marks to cancel the regular Council meeting scheduled for February 26, 1980 because of its conflict with the precinct caucuses. Motion carried unanimously. Approved for the calendar were special work training sessions in- cluding a consideration of the levy limitation legislation an hour before the Council ' s January 22 meeting; a session devoted to the study of tax increment financing and HUD requirements from 5 to 7 p:m. , January 31; and an unspecified work session March 27 . The public hearing on the Comprehensive Plan will be set by the Planning Com- mission January 15. Interviews of candidates for membership on the Planning Commission will be held in the T.I .E.S . conference room January 10. Mr. Berg will include informational data on the Plan in the newsletter which goes out to residents with the water bill in January. An engineering report for the street rebuilding projects are anti- cipated' to be in during February when a financing policy for the entire City can be developed. The Council also took note- of information included in .the agenda regarding the National League of Cities conference in Washington, D.C. , March 15-18 , and the January 29 Hennepin County Workshop on Section 235 housing; and the Mayor reminded the Council of the levy Limitation seminar January 9 . Motion by Councilman Ranallo and seconded by Councilman Sundland to grant a heating license to Equipment Supply, Inc. Motion carried unanimously.
