-7- <br /> The meeting was recessed from 9 :45 p.-m. to 10 p.m. while the letter <br /> y� was written by Councilman Sundland which indicated that "the City <br /> Council of St. Anthony affirms the 'need for senior housing in the <br /> City and would consider the use of tax increment financing if all <br /> zoning and variance- considerations and tax increment considerations <br /> are feasible and acceptable to the City. " <br /> Motion by Councilman Ranallo and seconded by Councilman Marks -to <br /> direct the City Manager to send the letter as read by Councilman <br /> Sundland to the -Northeast Minneapolis/St. Anthony Senior Housing <br /> Corporation for submittal with their application to HUD. <br /> Motion carried unanimously. <br /> Salvatore Lipari and Mrs. Lipari, 790 East County Road D, appeared i <br /> to discuss their request -for a wine and on-sale beer license for <br /> the Pino' s Palerno Pizza restaurant they are opening in the former <br /> Buttrey' s store in Apache Plaza. Dennis Cavanaugh, managing part- <br /> ner of Apache Plaza for the C. G. Rein Company, also spoke in favor _ <br /> of the request and answered questions regarding the hours and type <br /> of operation proposed for the restaurant. <br /> Motion by Councilman Sundland and seconded by Councilman Ranallo to- <br /> grant a wine license for Pino ' s Palerno Pizza in the Apache Plaza <br /> Shopping Center, subject to a satisfactory investigative report from <br /> the City Police Department. <br /> • Motion carried .unanimously. <br /> Motion .by Councilman Sundland and seconded by Councilman Letourneau <br /> to grant an on-sale beer license .for Pino' s Palerno Pizza in the <br /> Apache Plaza Shopping Center. <br /> Motion carried unanimously. <br /> There was agreement with the. Mayor' s suggestion that objectives <br /> should be established for any community development consultant, <br /> perhaps with the -aid of The Minnesota .Project, before interviews <br /> of prospective consultants are held. ' <br /> Motion by Councilman Ranallo and seconded by Councilman .Marks -to <br /> authorize the George M. Hansen Company to conduct the special com- <br /> pliance audit required for revenue sharing. <br /> Motion carried unanimously. <br /> The Police Chief ' s report on scheduling was discussed and ordered <br /> filed. <br /> The Council followed the recommendations of the Public Works Director " <br /> in the following: <br /> • Motion by Mayor Haik and seconded by Councilman Sundland to accept <br /> the bid of $8,500 and award the contract for the new mowing machine <br />
