-2- 'The Mayor thanked Mr. Hamer for the form in which he had presented the proposals :from. engineering consultants ..to make -the Infiltration/Inflow • study which .is .to-.be sent to the .Metropolitan ,Waste .Control Commission. The Council -accepted the .updated proposal . from American Consulting- Engineers he .had furnished.. They also . accepted his- recommendations to award the contract .to the -lowest -bidder. Motion by Councilman Sundland .and seconded .by: Councilman Marks. to adopt the resolution authorizing ,the Mayor and City Manager to sign the agreement with MWCC .for .the .I/I study contingent on the develop- ment- of a contract signed by the -Mayor and City Manager with P.D. & R Engineers by the City -Attorney which will be written to assure if no federal .funding is -available for the study", the contract can be terminated. RESOLUTION 80-025 A RESOLUTION AUTHORIZING ENTERING INTO AN AGREEMENT WITH MWCC FOR' THE INFLOWS AND INFILTRATION STUDY PROJECT COSTS . Motion carried .unanimously. . Motion by Councilman .Marks and' seconded by Councilman Letourneau to adopt .Resolution .80-027 . RESOLUTION 80-027 A RESOLUTION AUTHORIZING-THE MAYOR .TO • EXECUTE THE' REVISED .INTER-AGENCY SPECIAL INVESTIGATION- .SQUAD (I.S .I.S.- ) AGREEMENT Motion carried unanimously. In his April lst .and 8th memos .to .the -Manager, _Police Chief Hickerson had cited .the-. increase .in burglaries in the last two months as justific- ation for his request forthe purchase of a Varda Stakeout Kit- for $1600 .00 which he saw as a possible means of freeing officers from some of the stakeouts -which result in overtime for the Police Department. The Manager saw the use of the device as not .only reducing overtime expenses .but also a possible means of increasing crime solution rates and providing greater .security for the community.. Councilman Ranallo questioned how much overtime would be saved and suggested that if that were the case,. .the .devices should ,be .paid..for out of the Police Depart- ment .budget.. He wondered why, if the Chief believed the device could be so helpful, he had not included .this cost in his-.budget. Councilman Sundland noted the -72 hours of ..overtime for . stakeouts in the last police report and predicted _six .or more of the devices being included in the department' s budget next year if they are seen -to be so effective. Mr. Fornell responded by saying the Chief had :been discouraged from including the device in this .year's budgt because a -similar request had been turned down a _few. years ago. However, with forty seven burglaries since .February lst with only 11 arrests made , he felt the Varda unit could be a help in combating apartment .and business • burglaries. The Manager also contended "Budgets are intended to be estimates .of anticipated costs" and the Council ' s contingency was more than adequate.
