They also . accepted his- recommendations <br /> to award the contract .to the -lowest -bidder. <br /> Motion by Councilman Sundland .and seconded .by: Councilman Marks. to <br /> adopt the resolution authorizing ,the Mayor and City Manager to sign <br /> the agreement with MWCC .for .the .I/I study contingent on the develop- <br /> ment- of a contract signed by the -Mayor and City Manager with P.D. <br /> & R Engineers by the City -Attorney which will be written to assure if <br /> no federal .funding is -available for the study", the contract can be <br /> terminated. <br /> RESOLUTION 80-025 <br /> A RESOLUTION AUTHORIZING ENTERING INTO <br /> AN AGREEMENT WITH MWCC FOR' THE INFLOWS <br /> AND INFILTRATION STUDY PROJECT COSTS . <br /> Motion carried .unanimously. . <br /> Motion by Councilman .Marks and' seconded by Councilman Letourneau <br /> to adopt .Resolution .80-027 . <br /> RESOLUTION 80-027 <br /> A RESOLUTION AUTHORIZING-THE MAYOR .TO <br /> • EXECUTE THE' REVISED .INTER-AGENCY SPECIAL <br /> INVESTIGATION- .SQUAD (I.S .I.S.- ) AGREEMENT <br /> Motion carried unanimously. <br /> In his April lst .and 8th memos .to .the -Manager, _Police Chief Hickerson <br /> had cited .the-. increase .in burglaries in the last two months as justific- <br /> ation for his request forthe purchase of a Varda Stakeout Kit- for <br /> $1600 .00 which he saw as a possible means of freeing officers from <br /> some of the stakeouts -which result in overtime for the Police Department. <br /> The Manager saw the use of the device as not .only reducing overtime <br /> expenses .but also a possible means of increasing crime solution rates <br /> and providing greater .security for the community.. Councilman Ranallo <br /> questioned how much overtime would be saved and suggested that if that <br /> were the case,. .the .devices should ,be .paid..for out of the Police Depart- <br /> ment .budget.. He wondered why, if the Chief believed the device could <br /> be so helpful, he had not included .this cost in his-.budget. Councilman <br /> Sundland noted the -72 hours of ..overtime for . stakeouts in the last <br /> police report and predicted _six .or more of the devices being included <br /> in the department' s budget next year if they are seen -to be so effective. <br /> Mr. Fornell responded by saying the Chief had :been discouraged from <br /> including the device in this .year's budgt because a -similar request <br /> had been turned down a _few. years ago. However, with forty seven <br /> burglaries since .February lst with only 11 arrests made , he felt the <br /> Varda unit could be a help in combating apartment .and business <br /> • burglaries. The Manager also contended "Budgets are intended to be <br /> estimates .of anticipated costs" and the Council ' s contingency was <br /> more than adequate. <br />
