-4- <br /> The contract between the .City and .the State of Minnesota .for certain <br /> inspection services- had .been modified by the .City Attorney. who assured <br /> • the Council the contract. as ..written .will not shift any responsibility <br /> from the State to the City. <br /> Motion by Councilman .Sundland -and seconded by Councilman Marks to <br /> adopt Resolution -.80-030 . „ . <br /> RESOLUTION 80-030 <br /> A RESOLUTION AUTHORIZING -THE MAYOR .AND <br /> CITY MANAGER'.TO .SIGN INSPECTION AGREE- <br /> MENT WITH'.S TATE .OF MINNESOTA. <br /> - Motion carried unanimously. <br /> The Council agreed .with the .Administrative .Assistant _and . the City <br /> Attorney that the access restrictions from.Lots .1 and 3 in the A.J. <br /> Herlitz Addition can-.be covered _in a Declaration of Covenants and <br /> restrictions rather than on the platting. <br /> Councilman Marks discussed .the . two .letters of complaints regarding <br /> .the maintenance of the Equinox .Apartments which he .had received from <br /> residents of the apartment -complex. Mayor Haik reported she had also <br /> received similar -complaints regarding the lack of .-heat and hot water <br /> in one .building, -inadequate snow plowing, garbage disposal and provision <br /> of security as .well as unsanitary conditions .in the building halls. <br /> It was .Councilman Marks ' concern .that .if .the present residents should <br /> • be forced to leave .because .of the .management'_s failure to provide <br /> these services ,- the people -who replace those who leave "might not be <br /> as desirable" which_ in turn might have an adverse effect- on the <br /> condition of .the buildings" leading .to .urban blight before we realize it" . <br /> The City'-s efforts- to improve the -conditions resulting from a cracked <br /> boiler in -one -of the buildings .were recounted by Mr. Hamer who told of <br /> seven visits he ..had made to .the building to . try to pursuade the <br /> management -to provide .heat .for the .tenants at least temporarily until <br /> the new unit comes . Although this problem and another involving three <br /> inches of sewage on the first floor level of another apartment complex <br /> were considered .health .problems .by the City'shealth officer neither <br /> he nor Dr. Carr were successful in :obtaining ,any ,.help from the State <br /> Inspection or Health departments. .The consensus . of the- Council was <br /> that the development of, abetter housing maintenance ordinance should <br /> be .proposed as one -of the highest priorities-. for- the newly created <br /> Health Board .Advisory .Committee.. The Mayor. also -suggested the <br /> Committee should tour -the City to,.pinpoint such problem areas. <br /> It was the recommendation of the .City Manager- that the requested <br /> connectibn .of 16th Avenue S.W. in New 'Brighton to .Silver Lane be allowed <br /> with no participation- in the costs' by St. Anthony because there would <br /> be no benefit _to .the .City to have Silver Lane extended. He suggested <br /> New Brighton- .might instead cul de -sac 16th Avenue. <br /> Motion .by .Mayor .Haik ..and .seconded by Councilman Marks to approve the <br /> • development -of the extension of 16th Avenue S.W. in New Brighton to <br /> connect with .Silver Lane in St. Anthony at no cost to St. Anthony <br /> subject- to the approval of the final plans by St. Anthony- and an <br /> agreement for maintenance of the road being worked out between the <br /> two cities, <br />
