Since this is the. first instance of the City's lending -its name to an IDRB for an- improvement project, some concern was expressed whether this might prompt similar requests from other troubled - commercial areas such as. the St. Anthony Shopping Center and the Council agreed .that the City must develop a .policy setting guidelines to ,be met for projects before they maybe considered for this type of financing. Councilman. Ranallo questioned -whether another blighted commercial area might result from the City' s failure to help Apache to pick up the additional $300 ,000 from a reduced interest rate. Motion by Councilman Marks .and.. seconded. by Councilman Sundland to direct the City Manager to set up a public hearing on the request .for the sale of Industrial Redevelopment Revenue Bonds for the Apache Plaza Shopping Center. Motion carried unanimously. • When it was later concluded this action should take .the form of a resolution, the guideline -policy for IDRB' s should be established before the hearings and the question resolved whether the Dorsey Firm's previous involvement with Apache might constitute a conflict of interest in their serving as bond .counsel, the first motion was struck and the following substituted. Motion by Councilman Marks and seconded by Councilman Ranallo to rescind the first motion. regarding the public hearing for Apache Plaza, Ltd. request -and t.o: direct -the City. Manager instead to._ptepare a resolution setting a public hearing on the Apache request for July 22 , 1980 during the Council meeting to consider the City Attorney's serving as the bond counsel for .the project unless there should be a. conflict of interest involved, and, finally that the staff prepare a resolution whereby a policy of guidelines for Industrial. Redevelopment Revenue Bonds may be established for the City. Motion carried unanimously. Motion by Councilman Ranallo _and�.seconded by Mayor Haik to follow the Manager' s June 5 , 1980 recommendations regarding a discount for evaporative cooling .to be included in the new sewer ordinance schedule of rates.
