-3- <br /> The Manager recommended the-hockey lights .requested by' the St. Anthony <br /> Boosters. -for Central Park and. Emerald Park be. funded. from:;the <br /> Council..'s Contingency Fund and put.. in per the Public Works Director's <br /> September 4 , 1980 recommendation. . ' When the .questionwas raised- why <br /> lights -were not planned for Silver Point Park,, Richard Timmer of <br /> the Boosters said the lights for Central and Emerald parks -were <br /> considered. as .first and second in priority by the. Boosters with lights <br /> deferred for Silver Point, if necessary, since that. park is only <br /> utilized for practices and- a pole is not available. for the lights <br /> at that location at this time. Councilmen Sundland .and Ranallo were <br /> concerned that,. if any lights at all- were to be funded, the treatment <br /> of all three parks should be equal. <br /> Motion by Councilman Sundland and seconded. by Councilman Letourneau <br /> to accept the proposal of the Boosters. Club and authorize the fund- <br /> ing of hockey lights for all three City parks as per staff's rec- <br /> ommendation with the inclusion of lights for Silver Point Park ata <br /> total cost not to exceed $2 ,000 . <br /> Motion carried unanimously. <br /> The public hearing on. the assessment of costs for- Street Improvement <br /> Project 1979-001 for Highcrest Road was opened by the Mayor at <br /> • 8: 31 P.M. <br /> Mr. and Mrs. Michael S. Eggert, 3608 - 36th Avenue N..'E. , were the <br /> only residents in attendance and they voiced no objections to the <br /> assessments per se but only asked how the assessment amount had been <br /> determined and .wanted particulars of the period of payment without- <br /> interest. The Manager told them about twenty=five percent of the <br /> $240,476 . 67 cost of the Highcrest Road rebuilding project will be <br /> assessed against the property owners, or approximately $2 ,000 <br /> assessed per property. unit with only a two-thirds unit charge <br /> against corner lots . He said this assessment is in conformance with <br /> the assessment policy adopted for the rebuilding of 29th Avenue N.E. <br /> Mrs. Johnson advised the Eggerts that they will have 30 days from <br /> the date of adoptionof the assessment roles by resolution to pay <br /> off their assessment without interest and that privilege will be <br /> repeated next year before. November 15, 1981. <br /> The hearing was closed at 8 : 35 P.M. <br /> Motion by Councilman . Sundland and- seconded by Councilman Marks to <br /> adopt Resolution 80=059 , with principal installments extending over <br /> a period of ten years and with 8% interest on the unpaid balance. <br /> RESOLUTION 80-059 <br /> A RESOLUTION ADOPTING ASSESSMENT ROLL FOR" <br /> • STREET IMPROVEMENT PROJECT NO. 1979-001 <br /> Motion carried unanimously. <br />
