• -4-
The Council next considered the three proposals from .Short-Elliott-
Hendrickson., Inc. for engineering services on three. City projects
recommended by the Public Works Director.. When Councilman Ranallo
askedwhether a consulting engineer . is necessary for .projects such
as these, Mr. Fornell told him in each case "a fairly technical
analy.sis. was necessary" and it is his belief "it would be wise for
the City to spend..some money to,. get- good advice" , since the City has
no engineering staff to provide the required expertise. Councilman
Sundland agreed such projects as repairing the water reservoir might
be beyond the capabilities of . the City staff . Councilman Marks
commented- that the state public- health inspectors have on several.
occasions suggested .corrective measures- be taken regarding the
potential for- contamination of the water ground storage tank.
Motion- by Councilman- Ranallo. and seconded by Councilman Sundland to
accept the proposal from Short-Elliott-Hendrickson, Inc. dated
August 14., 1980., for providing engineering services related to the
painting of the water tank.
Motion carried unanimously.
Motion by Councilman Sundland and seconded by Mayor Haik to accept
the August 25 , 1980 (File No.. 1905-77) proposal from Short-Elliott-
Hendrickson, Inc. for providing engineering services. towards the
investigation and repair of the municipal- water reservoir roof.
Motion. carried unanimously.
Motion by Mayor Haik and .seconded by Councilman Sundland to accept
the August 25, 1980 (File No. 1905-76) proposal from Short-Elliott-
Hendrickson.,. Inc. for provision of engineering services for the
repair of the park building roof adjacent to the City's water
treatment plant in Central Park.
Motion carried unanimously.
The Physical Development Committee of -the Metropolitan Council had
informed the City that it had recommended a change in the award of
the H.U.D. 701 grant funds rather than follow the recommendations of
the Metro staff. This change would result in• an allocation of only
350 of the total projected costs- for the .Kenzie Terrace study to
the City. The Council indicated its objections to this reversal in
procedure in the following resolution which it directed should be
sent to the Metropolitan Council. The Mayor and Manager will also
attend the next meeting of the Metro Council this week where they
will seek a delay in the final decision.
Motion by Councilman Marks and seconded by Councilman Sundland to
adopt Resolution 80-060 and to .instruct the City Manager to send a
• copy of the resolution along with a letter indicating the City 's
objections to the reversal of procedure as reflected in Report No.
80-211 from the Physical Development Committee to Chairman Charles
Weaver and each member of the Metropolitan Council.
