CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> March 24 , 1981 <br /> • <br /> The meeting was called to order by Mayor Haik at 7 :35 P.m. <br /> Present for roll call : Marks , Sundland and Haik. <br /> Absent: Letourneau and Ranallo. <br /> Also present: Jim Fornell, City Manager; Ron Berg, .Administrative <br /> Assistant; Will7am Soth, City Attorney; and Carol <br /> Johnson, Clerk/Treasurer. - <br /> Motion by Councilman Sundland and seconded by Councilman Marks to <br /> approve as submitted the minutes for the Council' s regular meeting <br /> March 10, 1981 as well as their work sessions held March 7 , 10 and <br /> 14, 1981. <br /> Motion carried unanimously. <br /> The Mayor said she is impressed with the quality of discussion <br /> generated by the Advisory Committee to the Health Board during their <br /> meetings, especially related to housing maintenance standards . <br /> Councilman Marks agreed, saying he also understands staff efforts <br /> have been responsible for improvement in the maintenance of one of <br /> the City' s apartments. <br /> The Committee ' s March 9th report as well as the March llth Kenzie <br /> Terrace Task Force Report were ordered filed. <br /> Doug Jones was present to report matters which had been considered <br /> by the Planning Commission during their March 17th meeting, as <br /> reflected in the minutes for that meeting. He told the Council the <br /> Commission is hopeful the townhouse development for which Sid Johnson <br /> has requested conceptual review, can be developed on the remaining <br /> parcel of undeveloped land in the Hedlund .PUD in such manner it <br /> will completely conform to the PUD ordinance and require no variances . <br /> In answering questions regarding the preliminary site plans for the <br /> 25 unit development he proposed to construct, Mr. Johnson said he <br /> believes these plans can be refined to conform to the square footage <br /> formula set for the PUD. at the same time adequate parking, snow <br /> and refuse storage and an aesthetic appearance is provided. The <br /> developer mentioned that the proposed project will be similar in <br /> design to the St. Anthony Town Homes on Foss Road. The Council was <br /> pleased to learn that as many trees on the site as possible will be <br /> saved and it was suggested that, from the City' s viewpoint , it <br /> might be more satisfactory to. .leave the responsibility for refuse <br /> disposal up to the individual townhome owners rather than to a <br /> homeowners association. They accepted Mr. Johnson' s construction <br /> timetable to erect twelve units on the south half of the parcel <br /> first and to continue in a northerly direction as these are sold. <br />
