Ramsey County Highway Depart- <br /> ment to verify whether he will be permitted to retain the existing <br /> curb cuts off Silver -Lake- Road.; _ <br /> Mr. Jones then reported the concerns of the Commission members <br /> regarding the extent of the lot size variances it appears will be <br /> necessary to permit the proposed splitting of the 15 ,000 square foot <br /> R-2 (two family dwelling) zoned lot on the corner of Harding Street <br /> and 37th Avenue N.E. , as proposed by Mr.. and Mrs . Michael Spielman, <br /> the owners. The Spielmans, who live in one of the double bungalow <br /> units at 2614 37th Avenue N.E. , .had requested conceptual review of <br /> their plans to retain the R-2 zoning for 8 ,500 square feet of the <br /> parcel to accommodate the existing double bungalow and utilize the <br /> remaining 6, 500 square feet under R-1 (single family dwelling) zon- <br /> ing for their own use. Lot size variances of 5 ,500 square feet for <br /> the corner property and 2 ,500 square feet for the R-1 property as <br /> well as a 10 foot width variance to the City Zoning Ordinance <br /> requirements will be necessary to develop the property as proposed. <br /> The Metropolitan Council's indication of approval of smaller lots <br /> than now permitted in most metropolitan suburban communities was <br /> acknowledged by Councilmen Sundland and Marks. The latter reported <br /> that during the last state Planning Agency seminar in. which he had <br /> participated, it had been estimated that, even assuming there is no <br /> major raise in birth rates, as many homes will be needed to be built <br /> in the next twenty years as have been constructed during the last <br /> • thirty years which will put greater pressure on municipalities to <br /> allow higher density housing. However, Councilman Sundland said <br /> he thought Commission member Sopcinski had probably been very <br /> accurate in his prediction that long time residents in St. Anthony <br /> will probably be strongly opposed to relaxing building standards . <br /> Mr. Berg confirmed that most of the homes whose backyards border the <br /> Spielman parcel have 265 . feet long lots and that the Spielman lot <br /> exceeds the 14 ,00.0 square foot requirement for corner lots by <br /> 1,000 square feet. Mayor Haik.said,. ..although at . first she was concerned <br /> with the extent of the variances which_will be necessary to permit <br /> the split, she had concluded "we certainly won't be crowding that <br /> neighborhood where there are such largelots" and she believes she <br /> "could be receptive to the proposal as long . as there is no opposition <br /> demonstrated from the neighbors" . <br /> At the conclusion of his report, Mr. Jones told the Council the <br /> Commission had concurred with the Manager's recommendations relating <br /> to housing maintenance codes, agreeing most complaints regarding new <br /> homes would probably not be corrected through City inspections and <br /> there could be some liability for the City involved. <br /> Councilman Marks informed the Commission representative that his <br /> Chairman, Brad Bjorklund, had recently been appointed to serve on the <br /> Metropolitan Council. Land Use Committee and requested the Council 's <br /> congratulations be extended to Mr. Bjorklund. He then urged the Com- <br /> mission to reconsider their attendance at the Minnesota Planning <br />
