CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> May 12 , 1981 <br /> The meeting was called to order by Mayor Haik at 7 :30 P.M. <br /> Present for roll call : Letourneau, Ranallo, Haik, Sundland and Marks . <br /> Also present: Jim Fornell, City Manager; Ron Berg, Administrative <br /> Assistant; William Soth, City Attorney; Carol Johnson , <br /> Clerk/Treasurer; Larry Hamer, Public Works Director; <br /> and Lee Entner, Fire Chief. <br /> The spelling of the word "Works" was corrected in Para. 3 , page 9 <br /> of the April 28th Council minutes . <br /> Motion by Councilman Marks -and seconded by Councilman Letourneau <br /> to approve as corrected the minutes for the Council meeting held <br /> April 28, 1981. <br /> Motion carried unanimously. <br /> The status of the City ' s involvement in the North Suburban Cable <br /> Commission was reported by Alan Kaeding, Chairman of the City 's <br /> Cable T.V. Advisory Committee, who announced the third draft of <br /> the request for proposals for a cable communication franchise and a <br /> • preliminary draft of the franchise ordinance will be considered at <br /> a public hearing before the Roseville City Council at 7 :30 P.M. , <br /> May 20, 1981. Copies of these documents as well as the proposed <br /> resolution authorizing the acceptance of - the bids from the companies <br /> to be adopted by the ten municipalities comprising the Commission <br /> at public hearings to be held in each- city, were provided by <br /> Mr. Kaeding. The Committee Chairman told Mayor Haik it is recom- <br /> mended that all communications with the cable company be directed <br /> through an administrative commission which will represent all <br /> Commission members involved in the system, since it is believed <br /> many problems , both for the cable company and the communities , can <br /> be avoided if a uniform policy for providing information to the cable <br /> company is adopted through a joint powers agreement developed for <br /> monitoring and administration of the cable system once it is in <br /> place. The request for bids has been modified, he said, to reflect <br /> the St. Anthony request that underground cable installations be <br /> provided wherever economically feasible. A public hearing in <br /> St. Anthony will be scheduled early in June to consider 'the re- <br /> quest for proposals developed at the Roseville hearing. ' <br /> Discussions of the Hennepin County Human Services and Share-a-Ride <br /> programs were accepted as agenda addendum under ,Nos . 9B and 9C. <br /> The Manager and Public Works Director had addressed , in memorandum, <br /> a possible raise in reimbursement rates for use of employee vehicles <br /> for official City business. Mr. Fornell 's position is that the <br /> • City cannot be expected to pick up the entire cost of operating these <br />
