The Mayor agreed , saying that by <br /> July the -reserves will probably have developed their final by-laws <br /> and revised department policies and performance standards so the <br /> Council can make a determination as to how they fit into the Council ' s <br /> perspectives for an association and whether an agreement can be reached. <br /> The Administrative Assistant discussed his May 7th memorandum in <br /> which he had suggested monitoring the noise levels generated by <br /> refrigerator trucks which on occasion_ run- all night on the Walbon <br /> property on Old Highway 8 as well as his conversations with Mr. <br /> Walbon regarding the possibility of redeveloping the property for <br /> housing through tax increment financing. He recommended development <br /> of a comprehensive City ordinance to regulate and enforce noise <br /> problems but with the omission of the technical requirements and <br /> need for trained personnel as contained in the League of Minnesota <br />
