Cs f3 <br /> CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> • August 25, 1981 <br /> The meeting was called to order by Mayor Haik at 7 :50 P.M. , following <br /> the establishment of the HRA. <br /> Present for roll call: Marks , Sundland, Haik , and Letourneau. <br /> Absent: Ranallo. <br /> Also present: Dave Childs , City Manager; Ron Berg, Administrative <br /> Assistant; William Soth, City Attorney; -and Carol <br /> Johnson, Clerk/Treasurer. <br /> The Council' s budget hearings scheduled for September 9th and 16th <br /> were rescheduled with the Fire and Police department heads from <br /> 5: 00 P.M. to 7 :00 P.M. , September 8th, and with the City Clerk and <br /> Public Works Director- from 5 :30 P.M. to 7 :00 P.M. , September 10th. <br /> The dinner meeting with the new Manager and his wife will be held <br /> either September 11th , 12th, 18th, or 19th, with public notification <br /> of the meeting in accordance with the Open Meeting Law. <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> approve as submitted the minutes for the Council meeting held August <br /> 11, 1981. <br /> • Motion carried unanimously. <br /> Ray Sopcinski reported actions taken and recommendations made by the <br /> Planning Commission during their August 18th meeting, as reflected <br /> in the minutes for that meeting. He told how the Qwik Car Care <br /> lease mandated utilization of the same signage space on the north and east <br /> exterior walls of the former Wards Automobile Service Center build- <br /> ing, 3808 Silver Lake Road, which identified the previous tenant, <br /> Mr. Battery. <br /> Mr. Berg confirmed that, under .City Ordinance , no additional signage <br /> is permitted for that floor area. John Martens , the car service <br /> center proprietor, indicated most of his business will be generated <br /> from the west side of Apache where he currently has no identification. <br /> Councilman Sundland agreed this lack of identification in that park- <br /> ing lot area constituted the "hardship to the applicant. which would <br /> result if the strict letter of the regulations are adhered to" , <br /> which is a condition for granting a sign variance. Mr. Sopcinski told <br /> of his own difficulties in locating the business , saying he believes <br /> lack of identification could result in a. traffic hazard for persons <br /> looking for the garage. <br /> Staff was requested to contact the Apache manager, C. G. Rein Co. , <br /> regarding the gas pumps which remain .on the south side of the build- <br /> ing, although Wards moved out several years ago. The City Fire <br /> Chief had indicated his concerns related to the changes at Apache , <br /> �. where so many small shops have replaced major tenants , and Mr. Berg <br /> saw this as supporting evidence that a comprehensive sign plan should <br /> be developed. The Mayor suggested that the Commission sit down with <br /> staff to formulate a plan for presentation to the Apache Plaza manage- <br /> ment which would prevent future signage and access problems for the <br /> center. <br />
