Motion by Councilman Sundland and seconded by Councilman Marks to <br /> grant a variance to the City Sign Ordinancerequirements which will <br /> permit a 3 X 5 foot identification sign on the west side of the <br /> former Wards Automobile Service Center, 3808 Silver Lake Road, for <br /> the Qwik Car Care. center located in the northwesterly portion of <br /> that building, with the configuration and wording of the sign as <br /> agreed to by the service center owner, John Martens, finding, as <br /> did the Planning Commission, that: <br /> (1) The existing signage on that building, which the applicant was <br /> forced by lease to utilize, does not provide identification of <br /> the facility on the west side. of the Apache Mall, where most <br /> potential customer traffic is generated; <br /> (2) The signage will not be detrimental to the public welfare or <br /> injurious to other property in the neighborhood; and <br /> (3) The building location, in the middle of the parking lot, can be <br /> considered unique to this parcel of land and other properties <br /> in the same area. <br /> Motion carried unanimously. <br /> The Commission report was suspended at 8 :10 P.M. , so the public <br /> hearing on Revenue Sharing, scheduled for that time, could be held. <br /> Mr. Childs explained there are few limitations on the City use of <br /> • the revenue funds as long as they are used .for general purposes in <br /> the major categories . Councilman Sundland told him previous Councils <br /> had determined the City should not be locked into specific programs <br /> or employee positions which might have to be abolished if the fund- <br /> ing is cut off. In her report of past history of the Revenue Sharing <br /> program in St. Anthony, Carol Johnson had indicated $50 ,000 will be <br /> transferred in 1981 and the City' s allocation has been cut down to <br /> $33 ,000 for 1982 through Government action. <br /> No one was present to provide public input and the hearing was closed <br /> at 8 :15 P.M. <br /> Mr. Sopcinski continued his presentation by reporting Duane Fisher <br /> has been given 100 days .to consummate a purchase of the land at the <br /> corner of 33rd and Stinson with the Clark Company. After this time , <br /> he will be required to return to the Commission to reactivate his <br /> rezoning request. <br /> The Planning Commission representative next reported resident opposi- <br /> tion to the density considered necessary to make the proposed redevelop- <br /> ment of the Walbon property feasible for tax increment financing <br /> for which .the Commission had held a public hearing during their last <br /> meeting. The two residents who spoke were concerned that the traffic <br /> and noise generated from a condominium development, as well as the <br /> moderate cost of those units, might lower the property values of <br /> their own adjoining homes. Mr. Sopcinski stated that .he feels that <br /> the neighbors may look more- favorably upon a twenty-five unit town- <br /> . home development which the Westwood feasibility study indicated might <br />
