No further input was offered by anyone present and the hearing was closed at 7 : 55 P.M. Motion by Councilman Sundland and seconded .by Councilman Letourneau to adopt Resolution 81-069 as amended .to reflect the $3 ,000 levy for HRA costs . RESOLUTION 81-069 A RESOLUTION APPROVING THE 1981 TAX LEVY, COLLECTIBLE IN 1982 AND THE 1982 CITY BUDGET Motion carried unanimously. Motion by Councilman Letourneau and seconded by Mayor Haik to adopt the resolution which approves the October 1981 Reserve Firefighter Uniform Allowance Policy . RESOLUTION 81-068 A RESOLUTION APPROVING A RESERVE FIREFIGHTER UNIFORM ALLOWANCE Motion carried unanimously. The City Attorney had indicated to Mr. Childs that the final plat submitted by Sid Johnson for the St. Anthony_ Court Townhouses appears to be in conformance with the preliminary plat for the project and, since Mr. . Soth needs more time to go over the final .papers, he had . recommended a foundation permit be issued so construction can be started before poor- weather sets in. Several precedents for such procedures were cited by the Council members . Mr. Johnson was present but did not speak. Motion by Councilman Sundland and seconded by Councilman Ranallo to grant a foundation permit in advance of the final platting for the St. Anthony Court Townhouses on Lot 12 , Penrod Addition. Motion carried unanimously . The Manager indicated he is looking at all legal costs including the County workhouse assessments and will return to the Council with his recommendations in -the next month or two. He also told the Council he and Mr. Hamer are developing the information to be presented to them at a special briefing prior .to the neighborhood hearings .on the City' s street renewal program. The meetings were tentatively set .for the weeks of either November 16th or December lst, with neighborhood sponsors to be sought out in the meantime.
