r � -3- Motion by Councilman Marks and seconded by Councilman Letourneau to approve payment of $46 , 692 . 53 to Kenko, Inc. as final payment for their services on the Anthony Lane North reconstruction project. Motion carried unanimously. Mr. Childs reported the general membership meeting for the Association of Minnesota Municipalities to consider legislative policies for 1982 will be held December 30th. One of the items to be considered will be railroad taxes , which, Mr. Soth confirmed, the railroads insist are driving them out of the state. He said the railroads would probably welcome being taxed for real estate at the same rate as other corporations . The Manager commented that the City does provide services such as fire and police protection and maintenance for those properties within the City. In their November 25th bulletin, the AMM had alerted the cities to the serious implications for them relative to the Metropolitan Council ' s proposed Surface Water Manage- ment Plan and had urged attendance at one of the hearings scheduled by the Metro Council during December. The Manager will find out before the next Council meeting whether the funding requested by the North Suburban Developmental Achievement Center, Inc. is a continuation of the $1,000 paid them by the City in 1981 or represents a funding of their capital improvements program. He will also research whether there are St. Anthony residents attend- ing the center. He and the Mayor questioned whether this type of activity should be the county ' s rather than the City ' s responsibility and whether the City's responsibility should be to provide physical and not social services . The concern was expressed that there may i be numerous charities requesting donations during the coming year. The New Brighton Manager had inquired whether the City might be interested in joining New Brighton' s investigation of possible legal action against those responsible for contaminating that city 's water supply. A presentation by the Public Works Director earlier in the year had convinced the Council that St. Anthony ' s water supplies will probably not be affected and Mrs . Johnson confirmed the City has retained Healy Labs to monitor the water supply every month. Mr. Soth advised that the City will probably be able to join in any lawsuit, if problems arise later. Westwood Planning and Engineering had submitted their proposal to provide implementation management for the Kenzie Terrace Redevelopment Project and the Manager indicated he and Mr. Berg will probably not have the expertise nor the time he sees may be necessary to handle all the work involved in the next phase of the project. There was no interest in adopting Westwood ' s proposal at this time but further consideration will be given to the proposal when the Housing and Redevelopment Authority meets in January, when it is anticipated there may be firm offers from two developers . Larry Hamer will attend the public meeting to be held December 10th by Ramsey County to discuss the County Road D improvement project , according to Mr. Childs , who said the only major changes he sees involve a further widening of the roadway to accommodate a right hand turn lane, going west to north at the Silver Lake Road inter- section.
