r � <br /> -3- <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> approve payment of $46 , 692 . 53 to Kenko, Inc. as final payment for <br /> their services on the Anthony Lane North reconstruction project. <br /> Motion carried unanimously. <br /> Mr. Childs reported the general membership meeting for the Association <br /> of Minnesota Municipalities to consider legislative policies for 1982 <br /> will be held December 30th. One of the items to be considered will <br /> be railroad taxes , which, Mr. Soth confirmed, the railroads insist <br /> are driving them out of the state. He said the railroads would <br /> probably welcome being taxed for real estate at the same rate as <br /> other corporations . The Manager commented that the City does provide <br /> services such as fire and police protection and maintenance for those <br /> properties within the City. In their November 25th bulletin, the <br /> AMM had alerted the cities to the serious implications for them <br /> relative to the Metropolitan Council ' s proposed Surface Water Manage- <br /> ment Plan and had urged attendance at one of the hearings scheduled <br /> by the Metro Council during December. <br /> The Manager will find out before the next Council meeting whether the <br /> funding requested by the North Suburban Developmental Achievement <br /> Center, Inc. is a continuation of the $1,000 paid them by the City in <br /> 1981 or represents a funding of their capital improvements program. <br /> He will also research whether there are St. Anthony residents attend- <br /> ing the center. He and the Mayor questioned whether this type of <br /> activity should be the county ' s rather than the City ' s responsibility <br /> and whether the City's responsibility should be to provide physical <br /> and not social services . The concern was expressed that there may <br /> i <br /> be numerous charities requesting donations during the coming year. <br /> The New Brighton Manager had inquired whether the City might be <br /> interested in joining New Brighton' s investigation of possible legal <br /> action against those responsible for contaminating that city 's water <br /> supply. A presentation by the Public Works Director earlier in the <br /> year had convinced the Council that St. Anthony ' s water supplies will <br /> probably not be affected and Mrs . Johnson confirmed the City has <br /> retained Healy Labs to monitor the water supply every month. <br /> Mr. Soth advised that the City will probably be able to join in any <br /> lawsuit, if problems arise later. <br /> Westwood Planning and Engineering had submitted their proposal to <br /> provide implementation management for the Kenzie Terrace Redevelopment <br /> Project and the Manager indicated he and Mr. Berg will probably not <br /> have the expertise nor the time he sees may be necessary to handle <br /> all the work involved in the next phase of the project. There was <br /> no interest in adopting Westwood ' s proposal at this time but further <br /> consideration will be given to the proposal when the Housing and <br /> Redevelopment Authority meets in January, when it is anticipated <br /> there may be firm offers from two developers . <br /> Larry Hamer will attend the public meeting to be held December 10th <br /> by Ramsey County to discuss the County Road D improvement project , <br /> according to Mr. Childs , who said the only major changes he sees <br /> involve a further widening of the roadway to accommodate a right <br /> hand turn lane, going west to north at the Silver Lake Road inter- <br /> section. <br />
