-6- Motion carried unanimously. i The Mayor said .he agreed with. the Planning Commission that specific conditions , including the requirement that auctions should be confined within the building, would -have to -be set for granting .a conditional use permitfor that type of use in a commercial district. Motion by -Councilman Marks and. seconded by Councilman Enrooth to direct staff to do the necessary research to develop an ordinance addition which will permit auctions as' conditionally - permitted uses within the appropriate zoning districts of the City . . Motion carried unanimously . Mr. Jones concluded his presentation by reporting on Ramsey County ' s assurances regarding their use of theeasements they hold along Silver Lake Road, the selection .of Judy Makowske as Chairman Pro Tem of the Commission for 1982 , and severalzoning requests anticipated for February. Mr. Hamer - reported how his department is dealing with the snow removal in the City . The Mayor said he had contacted the District #282 Middle School officials regarding- the student injured crossing Silver Lake Road at 34th Avenue N.E. , which was reported in the Fire Department December report. The principal had .told him she was enlisting parent cooperation in- assuring that students will follow school directives to only cross Silver Lake Road. at 33rd Avenue . • Chief Hickerson said the boy who was injured was- not the only student crossing at the time of the accident. The Fire Department report as well as the December Police Department report and liquor operations summary were then accepted as informational. As noted in the staff meeting report for January 21st, there will be a conflict between the regularly scheduled Council meeting February 23rd and the precinct caucuses to be held the same evening. Motion by Councilman Marks and seconded by Councilman. Enrooth to move the Council meeting scheduled for. February 23 , 19.82 , to 7 : 30 P.M. , Monday , February 22 , 1982 . Motion carried unanimously. Mr. Childs had included in the agenda packet the notice of the fire- fighter position which has been posted and is open to City employees . He alerted the Council to what he sees as "an attempt to rush through" the establishment of a new Metropolitan Surface Water Management agency over which the cities will have as little power as they now have when it comes to setting rates for the. Metro Waste Commission. He said the cities have been given very short notice of hearings on the proposed agency and the Council agreed it is imperative that the municipalities have input into the creation of another Metro agency . Motion by Councilman Marks and seconded by Councilman Enrooth to direct a letter be sent to the Metropolitan Council requesting action be delayed on the establishment of the proposed Metro Surface Water Management Agency until all metropolitan cities have had an opportunity to study the proposal.
