ANTHONY <br /> COUNCIL MINUTES <br /> • February 22 , 1982 <br /> The meeting, .which was held in the Parkview cafeteria, was opened <br /> by Mayor Sundland at 7 : 30 P.M. <br /> Present for roll call: Marks , Ranallo, Sundland, Letourneau, and <br /> Enrooth. <br /> Also present: .. Dave ' Childs, City Manager;. Ron .Berg,. Administrative <br /> Assistant; Carol Johnson, Finance Director; and Don <br /> Hickerson ,. Chief of Police. <br /> Motion by Councilman Letourneau and seconded -by Councilman Enrooth <br /> to approve as submitted the minutes -for: .the-. Council. meet-ing held <br /> February 9 , 1982 . <br /> Motion carried unanimously . <br /> Motion 'by Councilman Letourneau and seconded by Councilman Marks to <br /> grant all licenses listed in the February 22 , 1982 Council agenda. <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> . approve payment of $1,043 . 28 to Short-Elliott-Hendrickson , Inc. , <br /> for engineering services related to the City ' s 1981 MSA funding . <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo' and seconded by Councilman Letourneau <br /> to approve payment of $621. 69 to Short-Elliott-Hendrickson , Inc. for <br /> engineering services on the reconstruction of Anthony Lane North. <br /> Motion carried unanimously. <br /> Councilman Letourneau reported his attendance at a Suburban Rate <br /> Authority meeting February 17th. <br /> Councilman Marks reported conversations he has had with a legislative <br /> source confirm that the Metropolitan Watershed District established <br /> in HR 1505 will be a mandated program. similar to the Land Planning <br /> Act. He said opposition to the. bill . from the municipalities is based <br /> on the supposition .that the new program is unnecessary because the <br /> same results could probably be attained through comprehensive planning. <br /> The Mayor said .Senator Ashbach agrees with the City 's stand that this <br /> agency will be "just another level of government" where rates will be <br /> set and taxes collected with little or no input from the municipalities <br /> they affect. Staff will closely monitor this legislation and Senate <br /> Bill #786 which, according to the League ' s recent Alert, could <br /> conceivably result in personal liability for City officials who serve <br /> on the Board of Trustees for a Firefighters Relief Association. Mr. <br /> Childs will contact the City Attorney immediately to review this <br /> proposed legislation so action which he deems necessary can be taken <br /> before the Legislature adjourns. <br />
