Council accepted <br /> • the Manager' s recommendation that the Public Works Department should <br /> post signs on Skycroft Drive in advance of sweeping, rather than pass <br /> an ordinance which would address .only this specific problem. <br /> In his memorandum of April 30 , .1982 , .Mr. Childs had reported meeting <br /> with Mr. and Mrs . Joe Sroga, Jr. and discussing with them the visual <br /> appearance of their service station on Stinson Boulevard which has <br /> generated .so many complaints from both neighbors and other City <br /> residents . The Manager . said he believes all- the improvements promised <br /> by the station proprietors will be. made before September and, after <br /> reviewing minutes of past discussions- with Mr. Sroga regarding the. <br /> appearance of the station, .staff does not believe . a case can be made <br /> for refusing to renew the station license . <br /> Mr. Cavanaugh had remained .for this. discussion and told the Council <br /> several of his friends who live in that neighborhood have requested he <br /> tell the Council they perceive the .station to .be , "a disaster for the <br /> City" . Brad Bjorklund, a Planning .Commission member , who is also ' a <br /> neighbor, reported that, when he recently drove past the station , his <br /> car collected mud which had run off the Sroga property. onto the street <br /> during a rainstorm. There was agreement this situation would probably <br /> be alleviated. if Mr. Sroga keeps his .promise to blacktop and seed his <br /> front yard. Councilman Ranallo observed that, since it is the towing <br /> aspect of Mr. Sroga' s operation which causes the majority of the pro- <br /> blems , that license , and not the station license , should logically <br /> be considered for denial if the property appearance is not improved <br /> • by fall. The Mayor commented that he wonders if part of Mr. Sroga' s <br /> problems with drainage in the fenced-in area of the station have not <br /> been caused by Mr. Sroga himself when he constructed a swimming pool <br /> at his home behind the storage area. <br /> Motion by Councilman Letourneau and seconded by Councilman Marks to <br /> follow the City Manager' s recommendation to renew the station license <br /> for Sroga' s station at 3201 Stinson. Boulevard, and to review the <br /> improvements to the property appearance before the towing license <br /> expires in September, 1982. <br /> Motion- carried unanimously. . <br /> As the Council had directed, Mr. Childs reported the Hedlund Letter of <br /> Credit for $3, 200 had been withdrawn April 30th, .and staff will give the <br /> proprietor of Craig & Company a few more weeks to provide the required <br /> fencing and landscaping before making those improvements with the <br /> proceeds . <br /> The Council accepted as an agenda addendum the Central Engineering <br /> platting proposal. Mr. Soth had .indicated in his May 10th letter that <br /> he would have no problems with the planning as long as the satisfaction <br /> of the existing. mortgage is recorded prior to 'the filingof the plat. <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to adopt <br /> • the resolution which approves the final platting of the Central <br /> Engineering property, 2930 Anthony Lane N.E. , as St. Anthony Industrial <br /> Park Second Addition. <br />
