-6- <br /> Motion by Councilman Ranallo and .seconded..by Councilman Letourneau to <br /> approve the . third reading and .adopt- the ordinance approving a raise in <br /> • water rates for the City of St. Anthony. <br /> ORDINANCE 19.82-004 <br /> AN. ORDINANCE RELATING TO WATER .RATES ; AMENDING <br /> SUBDS. 2 AND 3 .OF. SEC.TION .550 :00 OF THE 1973 <br /> CODE OF ORDINANCES OF THE CITY OF ST. ANTHONY <br /> Motion carried unanimously. <br /> Dennis Cavanaugh was present to ascertain whether the proposed fence <br /> ordinance which was, being given a second reading,-. might have an adverse <br /> effect on his plans to- construct a fenced'-in .swimming pool on the Silver <br /> Lake Road side of his property at 290.9 St. Anthony Boulevard. Mr. Cava- <br /> naugh drew a rough sketch of his proposed .construction and said he will <br /> require no .more than a six foot high fence in the rear- of his property. <br /> He was advised that he will have to apply for a variance for front yard <br /> screening which he also hopes to install. <br /> The discussion of .the ordinance was continued with .Councilman Ranallo <br /> questioning whether it .would be the .City ' s responsibility to locate <br /> lot lines , to which Mr. Hamer replied the responsibility will be the <br /> property owners and, if a fence isbuilt ,on .someone else 's property , <br /> it will have to' be removed. The Attorney agreed, adding that, if a <br /> property with an encroaching fence. .is sold, the fence will have to be <br /> removed. <br /> Motion by Councilman Letourneau and seconded by Councilman Enrooth to <br /> approve the second reading of the fence ordinance as .amended April <br /> 27 , 1982 . <br /> ORDINANCE 1982-003 <br /> AN ORDINANCE RELATING TO FENCES ; REQUIRING <br /> BUILDING PERMITS; REGULATING LOCATIONS ; <br /> PROHIBITING CERTAIN FENCES; AMENDING THE <br /> 1973- CODE OF ORDINANCES BY ADDING A SECTION <br /> Motion carried unanimously . <br /> Mr. Soth anticipates no problems with acceptance of,. a late bid for the <br /> City' s insurance coverage since that bid was higher than the bid which <br /> was accepted. The Manager was commended for getting the insurance <br /> coverage settled .before the deadline. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to accept <br /> the $82 ,615 bid from Midwest Area, Inc. (Home Insurance Co. ) for the <br /> City insurance . coverage effective June 1, 1982 , as per Mr. Child' s <br /> memorandum of May 11, 1982 . <br /> Motion carried unanimously. <br /> • Motion by Councilman. Marks and sec onded .by Councilman Ranallo. to instruct <br /> staff to .secure written quotes on .umbrella liability and errors and <br /> omissions coverage prior to the next Council meeting. <br /> Motion carried unanimously. <br />
