Motion.- by Councilman Marks and .seconded by Mayor Sundland to approve the first reading of Ordinance 1982-005 . ORDINANCE 1982-005 AN ORDINANCE RELATING TO LAND USE, PROVIDING FOR BODY TANNING SALONS AS A CONDITIONALLY PERMITTED USE Motion carried unanimously. It was agreed the requirement that the permit .be given a yearly review wouldprobably. provide assurance: that the City codes and ordinances will be followed for the operation and .the - consensus .was that the Council would be given the opportunity of, adding conditions to the final approval of the permit. Councilman 'Enrooth noted the residents who had expressed some concerns about the ..salon had failed to. avail themselves of the opportunity -to discuss . the proposal with the Council. Mr. Jones saidall commentshe has received have been very favorable with some residents , who are clients of the Maplewood Center., expressing a desire to have the services made available closer to home. • Mayor Sundland indicated he believes . it would be a ..good idea for the Planning Commission to be kept fully informed about the physical installation of the Cable T.V. lines and for a Teleprompter official to appear .before them. The minutes of the May 12th meeting of the Chemical. Abuse Information Committee and the April Financial .Report were accepted as informational. Finance Director, Carol Johnson, assured the Council that it is normal for the City to have a negative .cash flow at this time of the year when no tax revenues are coming in, but that we did not have a problem with the total cash flow picture. Noting the reference in the May 20th staff notes to the difficulty in keeping the restrooms in the parks open , Councilman Marks suggested Police Reserves might provide the supervision for- the facilities . Steve Campbell had submitted a tabulation of the bids received May 20th for the St. Anthony Boulevard bridge and approaches in his memorandum of May 25th in which he recommended the contract be awarded to the low bidder, the Matheny Construction Company, 1650 Highway 10 , Elk River, Minnesota in the amount of $496 ,659 . 48. The Mayor reminded the Council that the total costs will probably run closer to $540 ,000 when the engineering costs are added in. Motion by Councilman Marks and seconded by Councilman Enrooth to adopt the resolution which accepts the bid by Matheny Construction • Company in the amount of $496 , 659 . 48 for the reconstruction of the St. Anthony Boulevard Bridge over the Burlington Northern Railroad.
