• CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> July 13 , 1982 <br /> Mayor Sundland opened the meeting with the Pledge of Allegiance at <br /> 7 : 30 P.M. <br /> Present for roll call.: Enrooth, Letourneau, Sundland, Ranallo and <br /> Marks . <br /> Also present: David Childs ,. City Manager; William Soth, City Attorney; <br /> Carol Johnson,. Finance Director; Larry Hamer, Public <br /> Works Director; and Roger Short and Bernie Jahn, <br /> Short-Elliott-Hendrickson, Inc. , engineering consultants . <br /> Motion by Councilman .Marks and seconded by Councilman Ranallo to <br /> approve as submitted the minutes of the Council meeting held June 22 , <br /> 1982 . <br /> Motion carried unanimously. <br /> Motion by Councilman Letourneau and seconded by Councilman Marks to <br /> approve as submitted the minutes for Council meeting held June 28 , <br /> 1982 . <br /> • Motion carried unanimously. <br /> Accepted as an addendum to the agenda .was the appearance of Tyler <br /> Brown, Chairman of the emergency communication drills conducted by <br /> the Minneapolis Radio Club on the City high- school field June 26th and <br /> 27th _=and :.Pas-tor==Rex .--Schwart z ,, •President '.of' the,=organization. Pyr Brown <br /> reiterated his written explanation of the club 's activities and <br /> .purposes including the drill in St. Anthony which had disturbed <br /> many neighbors , including .Councilman Enrooth, who was awakened at <br /> 4 :00 A.M. Sunday morning by noises emanating from the 1600 watt <br /> generator used in the demonstration, and Councilman Ranallo, who <br /> received a call at about the same time and went down to check the <br /> site . . He apologized both for the annoyance to the community and for <br /> the impolite reception reported by the Councilmen from club <br /> members when the City officials came to investigate the disturbance . <br /> The field day chairman said if the noise problem could have been <br /> perceived ahead of time, a less noisy source of power would have <br /> been utilized and he now believes the exercise could have been <br /> better publicized so neighbors would have been aware that the club <br /> was participating in national exercises conducted by ham radio <br /> operators who provide emergency communications in times of disaster. <br /> The Mayor thanked the radio club representatives for personally <br /> extending their apologies and agreed if the drills are ever held <br /> in the City again it might be preferable to use a battery source of ' <br /> • energy. <br /> Motion -by Councilman Marks and seconded by Councilman Enrooth to <br /> grant a multiple dwelling permit to N.S .S. Properties for the <br />
