Roger Springfield for licenses and permits <br /> for Chick'.s Billiards , a billiard lounge/bar proposed to be opened <br /> in September in the St. Anthony Village Shopping Center, were dis- <br /> cussed with Mr. Springfield, the owner of Chick 's in Coon Rapids who <br /> was accompanied by Cheryl Streng.er. Mr. Springfield answered <br /> questions related to the age .of his customer's by telling the Council <br /> that, although during the summer about 50 percent are below the age <br /> of 18 , those percentages drop to between 15 and 20 percent when the <br /> schools open in the fall. During the school year, no minors are <br /> permitted in the Coon Rapids establishment after school or past <br /> 9 :00 P.M. in the evening and the lounge owner said any minor who <br /> attempts to drink. a beer in his establishment is permanently barred <br /> from the premises . Serving beer to a minor is grounds for instant <br /> dismissal of a bartender. Off duty. policemen are .hired to supervise <br /> the parking lots , if problems arise. With his letter of application, <br /> Mr. Springfield had included letters of reference from five other <br /> business owners in the Spring Brook Mall , where Chick 's is located, <br /> and the applicant gave the names of four other persons who he- said <br /> have consented to be .contacted for favorable reports on the business , <br /> including Coon Rapids public and school officials as well as the <br /> property manager of the building. <br /> Mr. - Childs ' confirmed the City Police Department anticipate no <br /> problems with the operation following .their investigation of the <br /> application. He then noted that 3 . 2 beer is now being served in <br /> both bowling .alleys and three pizza establishments in the City which <br /> are frequented by minors. Mr. Soth confirmed that billiards are <br /> a permitted use under the City. Zoning Ordinance and whether or not <br /> serving beer in this establishment would present competition for the <br /> City ' s liquor operation was .not considered relevant to the considera- <br /> tion. Councilman Ranallo indicated he would oppose granting the beer <br /> license saying his own experience in running a somewhat similar <br /> business had convinced him that "the only way you can avoid the <br /> problem of having minors violate the liquor laws 'is to keep them out <br /> of the establishments where alcoholic beverages are served" . Council- <br /> man Marks said he is also very concerned with the sale of beer where <br /> half of the customers are ineligible to drink. He agreed with <br /> Councilman Enrooth that he would appreciate more time to investigate <br /> the proposed activity which is a relatively new concept for the City . <br /> Although they believe the precedent for serving beer where there are <br /> minor customers has already been .set, and the City has the. right <br /> to revoke the license if the liquor laws are violated, the Mayor <br /> and Councilman Letourneau indicated they would be willing to defer <br /> a final decision on the beer license until their next meeting. <br /> Mr. Springfield reported the delay would not be a great hardship <br /> for him since he probably won ' t complete his remodeling until Sept- <br /> ember, but he does believe that, although beer is not a major part <br /> • of his business , some of his adult customers might go elsewhere if <br /> that service is not available. <br />
