-3- <br /> Councilman Enrooth reiterated some of the data included in the August 10th <br /> Hockey/Skating Rinks Committee report .which hadbeen included in the <br /> agenda -packet by Mr. Hamer. The Council indicated .agreement with the. <br /> Committee recommendation that another season of monitoring attendance <br /> at the rinks would be necessary , considering the heavy snowfall and <br /> severe weather experienced the past winter. They also accepted the <br /> Committee recommendation that. rink opening times would be predicated <br /> on the study of the attendance logs for. the past years and that all <br /> rinks should be closed when the wind chillfactor justifies closing. <br /> The Mayor requested that- the Council 's gratitude for the work done by <br /> the Committee be extended to all the Committee members . <br /> The liquor store sales summary and monthly financial report for July <br /> were noted and, dates set -for future- Revenue Sharing and budget hearings <br /> as requested by the -Finance- Director. The Manager indicated he <br /> intended to schedule budget work sessions with Department Heads early <br /> in September and distributed copies ,of the proposed .budget. He and <br /> Carol Johnson- were commended for getting the document to the Council <br /> so far in advance of the hearings . <br /> Motion by Councilman Marks and .seconded .by Councilman Enrooth to <br /> schedule a Public-..Revenue Sharing Executive Meeting for 8: 15 P.M. , <br /> September 14, 1982 , with the Revenue Sharing budget and the 1983 City <br /> Budget to be considered for adoption during a public hearing at 8 :15 P.M. , <br /> September 28, 1982 , both hearings to be held during the regularly <br /> scheduled Council meeting. <br /> • Motion carried unanimously . <br /> The August 18, 1982 staff meeting notes were. ordered filed, as was the <br /> August 11, 1982 directive from Ramsey County that, under Minnesota <br /> Election Laws , 1982. 204C. 03 , "no public meetings or school sponsored <br /> events could be held between 6 :00 P.M. and 8 :00 P.M. on the days <br /> County , District, State, or local elections are held" . <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> reschedule the Council's September 1.4 and 28 .meetings for 8 :00 P.M. <br /> because the City ' s Primary Election .and the School Board Election are <br /> to be heldthose dates . <br /> Motion carried unanimously. <br /> .The meeting .was recessed at 7 : 55 P.M. and reconvened at 8:04 P.M. for <br /> a public hearing on the Kenzie Terrace Development Project. <br /> Dick Krier, project consultant,- reported to the seven Kenzie Terrace <br /> Task Force members and residents all actions taken up to that point <br /> by the Council, serving as the Housing and Redevelopment Authority for <br /> the City. He then discussed the steps which would be taken by the <br /> H.R.A. towards acquiring the property for the development of around <br /> 500 multi-family dwelling units in the deteriorating southern shopping <br /> • center and the use of the tax increment proceeds for small business <br /> loans to merchants in the northern shopping center to revitalize that <br /> area. <br />
