-12- <br /> (4) Businesses in St. Anthony generally close at conventional hours <br /> (before 1:00 .A.M. ), and no adverse business impact has been <br /> demonstrated, either generally or specifically , within the City . <br /> (5) There are studies which show increased crime, reduction in <br /> property values and other negative impacts resulting from the <br /> operation of- all-hours establishments in- nearby communities . <br /> (6) Other municipalities , such as Eagan, have ordinances similar to <br /> this ordinance. <br /> (7) As a general rule, the businesses which are open to the public <br /> are under continuous public scrutiny , that therefore, the public, <br /> in a sense , serves as their own police, and react to potential <br /> offensive conduct. <br /> ORDINANCE 1982-006 <br /> AN ORDINANCE RELATING TO. BUSINESS REGULATIONS; <br /> LIMITING THE HOURS OF OPERATIO14 OF CERTAIN <br /> BUSINESSES ; AMENDING THE 1973 CODE OF ORDINANCES <br /> BY ADDING A SECTION <br /> Motion. carried unanimously. <br /> P4otion- by Councilman Ranallo and seconded by Councilman Enrooth to <br /> approve .the first reading of the ordinance which would transfer cer- <br /> tain uses within. the Commercial (C) zoning district from Permitted <br /> to Conditionally. Permitted Uses after changing the number of amuse- <br /> ment devices in #14 of Section 3 from six (6) to three (3) devices , <br /> finding, as did the Planning Commission, that: <br /> (_1) There was ample written and verbal testimony by the public, the <br /> proponents , and the opponents to support the passage of the <br /> ordinance. <br /> (2) The City will have greater control of these types of businesses <br /> whose primary purposes are to allow the consumption of their <br /> product or deliverance of: a service on the ,premises , thereby <br /> better controlling potentiallyadverse concentrations of people . <br /> (.3)-,; . St..
