-3- <br /> Councilman Ranallo indicated it had .been a victory for the cities when <br /> Governor Quie had changed his mind on the budget guidelines following <br /> . opposition from the A.M.M.A. <br /> The September Fire and August .Police Department reports were accepted <br /> as informational. <br /> Chief Hickerson reported -the seven police reserves who will complete <br /> their training in December would be presented to the Council to be <br /> sworn in December=14th. <br /> Motion by Councilman Ranallo. and. seconded by Councilman Enrooth to <br /> appoint the judges chosen for the General Election November 2 , 1982 , <br /> as listed in the October 12 , 1982 Council agenda. <br /> Motion carried unanimous.!-Y--!- <br /> Judy <br /> nanimousay-;Judy Makowske reported on the special Planning .Commission meeting held <br /> October 5th relative. to the application for a conditional use permit <br /> for the drive-in facility , as well as- variances for parking and signage , <br /> for the Zantigo Restaurant proposed to-.be constructed on the south- <br /> eastern corner of Apache- Plaza Shopping. .Center. She said the Commission <br /> members had been satisfied:! .that .the drive-in aspect of the restaurant, <br /> as. proposed, should be no detriment to the neighborhood since the type <br /> of food -served.-in the Mexican restaurant, would not .generate the same <br /> type of drive through .traffic as would be associated with a fast food <br /> facility , such as McDonald's . <br /> • Mr. Berg showed the site plansfor the project, including parking , <br /> landscaping and traffic- patterns which the Commission had indicated <br /> they believed had been designed so as to pose no pedestrian problems . <br /> Motion by Councilman Ranallo and .seconded by Councilman Enrooth to <br /> grant a conditional use permit to Zantigo KFC National Management Co. , <br /> which would permit -a drive-in facility for the restaurant they propose <br /> to construct .on Lot 3, Block 1 of Apache Plaza, finding as did the <br /> Planning Commission, that: <br /> (_1) The proposed conditional -use is one of the conditional uses <br /> specifically listed for the zoning district in which it is to be <br /> located. <br /> (2)_ The proposed conditional use will .not be detrimental to the health, <br /> safety, or general welfare of persons residing ,or working in the <br /> , vicinity or injurious to property values or improvements- in the <br /> vicinity. <br /> (3) The proposed conditional use is necessary or desirable at the above <br /> location to provide a service or a facility which is in the interest <br /> of the public convenience and' will contribute .to the general <br /> welfare of the neighborhood or community . <br /> (=4)_ There was no opposition to- the proposal demonstrated either during <br /> • the hearing before the Planning Commission or the Council <br /> consideration. <br />
