CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> October 26 , 1982 <br /> Mayor Pro Tem Ranallo opened the meeting with. the Pledge .of Allegiance <br /> at 7 : 34 P.M. <br /> Present for roll call : Ranallo., Enrooth, and Letourneau. <br /> Absent: Sundland and Marks. <br /> Also present: David Childs , City Manager; and Larry Hamer, Public <br /> .Works Director. <br /> The Mayor Pro Tem reported that the Mayor had been called out of town <br /> for a family funeral and ..Councilman Marks had to attend a candidates ' <br /> meeting for his election campaign. <br /> He requested the October 12th minutes be clarified to indicate on <br /> page 6 that he. be.lieves it should take .only about - 30 days total for <br /> a properly presented proposal to proceed through the Planning Commis- <br /> sion and Council for a decision. The following change in wording was <br /> accepted: <br /> Page 6 , para. 4 : Substitute "total" for "after the Council. . . . . . . . . . <br /> recommendation". in lines #8 and #9 . <br /> • Motion by. Councilman Letourneau and seconded by Councilman Enrooth <br /> to approve as amended the minutes for the Council meeting held <br /> October 12 , 1982 . <br /> Motion carried unanimously. <br /> The Council had tabled action on two -license requests from Chick 's <br /> Billiards . The first, a request .for six amusement devices licenses <br /> was deferred until the Council had given a third reading for adoption <br /> to the ordinance which establishes the number of that type of devices <br /> which would be permitted in the City. The Council took the following <br /> action on the second: <br /> Motion by Mayor. Pro Tem Ranallo and seconded by Councilman Enrooth <br /> to follow the staff recommendation that the application for an on-sale <br /> 3. 2 beer license be -denied for Chick ' s Billiards. at 2529 Harding <br /> Street N.E. , because the City ordinance does not allow beer to be <br /> served in any establishment except a restaurant and Chick 's does not <br /> meet the criteria for a restaurant. <br /> Motion carried unanimously. <br /> Motion by Councilman. Letourneau..and seconded by Councilman Enrooth to <br /> renew the heating license for Blaine Heating and Air Conditioning.. <br /> • Motion carried unanimously. <br /> When Councilman Enrooth questioned why a firm from Andover, Minnesota <br /> might apply for a starting and towing license in St. Anthony, Mr. Childs <br />
