The <br /> Manager said he is certain that disparity could be lessened somewhat <br /> with research into our rates . <br /> Motion by Councilman Letourneau and seconded by .Councilman Enrooth <br /> to grant a starting- and towing license to Rich 's Towing, Andover. <br /> Motion carried unanimously. <br /> The billing from the League -of Minnesota Insurance Trust represented <br /> a year end adjustment of . the City 's workers ' compensation deposit <br /> premium, according .to Mr. Childs, who . said - the payment would probably <br /> be offset by up to a one-third dividend he anticipates from the trust. <br /> Motion by Councilman Enrooth and seconded by Councilman Letourneau <br /> to approve payment of $3 , 364 to the League of Minnesota Insurance Trust. <br /> Motion carried unanimously. <br /> The minutes for the Planning Commission meeting held October 19th <br /> had been included in the agenda packet, but because the entire meet- <br /> ing had been devoted to consideration of the new Sign Ordinance , it <br /> • had not been necessary to have a Commission representative present <br /> to report the minutes of that meeting. <br /> As noted in the October 20th staff notes , Fire Chief Entner repre- <br /> sented the City at the Wellness Workshop sponsored by the school <br /> district. The minutes of that seminar and for the staff meeting were <br /> ordered filed as informational . <br /> Also included in the agenda packet for the - Council 's information had <br /> been the copy of the consulting engineer's October 19th letter to <br /> Kenco, Inc. . related to the eleventh month inspection of the Anthony <br /> Lane North project by Short-Elliott-Hendrickson, Inc. <br /> The September Police Department and finance and liquor operations <br /> summary reports were accepted as informational. The Manager reported <br /> the City General Fund expenditures are about six percent under budget <br /> at the present time which the Mayor Pro .Tem indicated he believes is <br /> very good. - He- .said -he- also was very pleased to see the City 's liquor <br /> operation rated first among - the metropolitan suburbs . Mr. Childs <br /> said the liquor profits are still up, even though . sales were down <br /> somewhat, partially due to the fact that the St. Anthony Boulevard <br /> Bridge was- closed most of the summer. He will submit a report on the <br /> liquor stores for the first three quarters , within a few weeks . <br /> Mr. Hamer and Councilman Enrooth discussed the revised schedule of <br /> hours of operation for the City 's skating rinks as listed in the <br /> • Public Works Director's October 4th memorandum with which .the Council- <br /> man indicated the . Skating Rink Committee concurs . <br />
