-3- <br /> Mr. Childs . indi.cated the City had contacted the Clark Oil Company to <br /> find out what their plans are for cleaning up the appearance of their <br /> ' property at the intersection of Stinson Boulevard. and 33rd Avenue N.E. <br /> The possibility of a multi--family, commercial use for that property <br /> was explored. Mr—Hamer told Councilman Letourneau he would check <br /> to see the grounds around the Mid-land Office Building in the Industrial <br /> Park are kept mowed.. He ,also said the City crew mows the median in <br /> that same area. <br /> Mayor S.und,land noted that when the State Hearing. Examiner. had submitted <br /> her suitability report and recommended the proposed hazardous waste <br /> processing facility area in Roseville be considered for inclusion in <br /> the .inventory of preferred areas for the location of a chemical <br /> processing; storage and transfer facility, she had at- the same time <br /> acknowledged the five objections the City of St. Anthony had made to <br /> having such a plant sited adjacent to its boundaries , which the <br /> Examiner indicated should be .points the Metropolitan waste Management <br /> Board should consider before-including the Roseville site in the final <br /> inventory of preferred area.. The Mayor indicated he was also gratified <br /> to note the Examiner had .indicated that ..a more substantial testing of <br /> the soil and aquifer suitability should take place during the permit- <br /> ting process since she had been unable to make a finding as to whether <br /> soil conditions on that . particular site would offer any protection to <br /> the aquifer. <br /> In his May 20th memorandum, Mr. Childs had proposed applications be <br /> submitted for CDBG funding under the Federal Jobs Bill for two City <br /> projects which he believes would -give a "real shot in the arm" to <br /> the Kenzie Terrace Redevelopment Project. He suggested making <br /> application for $350 ,000 to cover land. acquisition costs for the <br /> senior rental project to be developed .under Section 202/8 funding <br /> proposed for Phase 2 and Mr. Childs believed from $250 ,000 to $300 ,000 <br /> should be sought jointly with .Hennepin County for land acquisition <br /> costs for -the construction of anew St. Anthony branch library in the <br /> same redevelopment area. Although he was in complete agreement with <br /> Council members. that the 202-project should be given first priority, <br /> theManager. reminded the Council that the projects would be rated <br /> separately according to the County ' s needs . . He was directed to make <br /> application for both projects. <br /> Mr. Hamer showed films of as much as could be televised of the City 's <br /> 430 feet .of sanitary sewer located in the area of 36th Avenue N.E. <br /> and Edward, indicating that in certain areas the clay tile had . <br /> deteriorated to. the point where -the passage of the camera could have <br /> caused the complete collapse of the whole system in that area. <br /> The Public Works .Director indicated .the Engineers . had estimated it <br /> would cost the City $80 ,000 to tear up the concrete street and replace <br /> the clay tile with iron pipe , but .Mr. Childs- had suggested another <br /> .method of dealing with the problem which would cost .the City approxi- <br /> mately $15 ,000 . The Manager explained that under this new system, an <br /> inflatable resin . lining is applied .to the. inside of the deteriorating <br /> sewer lines- without tearing up the streets at all. _ He said Maplewood <br /> i� had successfully preserved a portion of their sewer system in this <br /> manner and Minneapolis plans a similar project this summer, which would <br />` make the equipment available to the City during this construction <br /> season and before the lines deteriorate to the point where they would <br /> collapse completely and make a costly replacement project necessary . <br />
