-4- <br /> It was agreed that Mr. Hamer should contact Maplewood to see if they <br /> would be willing to have the .City televise the repaired lines to see <br /> . whether the new system would ..be a good one for St. Anthony. Mr. Soth <br /> indicated the job .would not have to be bid since the procedure is a <br /> patented franchise. <br /> Because the Sewer Fund already has a :$4.0 ,000 deficit and the City has <br /> no control over 770 of the rates which are- collected which go to the <br /> Metropolitan Waste Commission, Mr. Childs indicated he foresees a. <br /> raise in rates would be inevitable even without a $15 ,000 project <br /> this summer. <br /> The . alternate .measures which could be taken by northern suburbs if <br /> their water supplies have to be taken off- line because of contamina- <br /> tion were discussed at the latest MPCA hearing attended by the City <br /> Manager. Mr. Childs reported he had learned there is another vendor <br /> of carbon filtration systems who could provide that service for about <br /> half the cost of , the original quotes. Mr. Hamer indicated Minneapolis <br /> officials had demonstrated some reluctance to supplying water to the <br /> affected communities on apart time basis, No further action by the <br /> Council was .deemed necessary until after the EPA funded study of the <br /> City 's system is completed. Councilman Ranallo said he is anxious <br /> to see what would happen- to the City' s water supplyafter the New <br /> Brighton wells are .taken off the same aquifer they share with <br /> St. Anthony. <br /> Preliminary estimates show the City stands to lose $45 ,000 in state aid, <br /> or 200 of its budget, with the legislation which was recently passed, <br /> and Mr. Childs anticipates the same amount may be cut in 1985 as well. <br /> Included in the agenda packet was a copy of the motion proposed by <br /> District #282 whereby the School District and the City would make a <br /> joint application for $30.,861 in state funds to establish and imple- <br /> ment the St.. Anthony Youth Intervention Program under which the City <br /> schools would participate with Mounds View and Roseville in an on-going <br /> preventive program targeted towards youths who appear to be leaning <br /> towards serious problems. Tom McMullen, Community Services Director, <br /> was present to answer questions about the joint venture and Mr. Childs <br /> reported Chief Hickerson perceives the- program could be cost saving <br /> for the City since, once a child becomes a juvenile delinquent,, <br /> prosecution costs , etc. , are very high. Councilman Ranallo indicated <br /> he could see nothing wrong with the proposal since -the City could make <br /> an assessment of just how beneficial the program would be before a <br /> monetary investment had to be made. <br /> Motion by- Councilman Enrooth and seconded by Councilman Ranallo to <br /> adopt the proposed resolution which would establish a joint St. Anthony <br /> Youth Intervention Program with District #282 . <br /> RESOLUTION 83-029 <br /> A RESOLUTION ESTABLISHING THE ST. ANTHONY <br /> YOUTH INTERVENTION PROGRAM <br /> Motion carried unanimously. <br />
