^a <br /> —2— <br /> Councilman <br /> 2—Councilman I-larks reported the recent Berger Transfer Company gathering <br /> • in the northwest corner of Central Pat. .,for which the Council had <br /> approved the serving of alcoholic beverages and aband, had been so <br /> loud the Police had to be called. He suggested any- future get-togethers <br /> of this type, with loud bands , should-.be held -as far away from <br /> residential dwellings as , possible. This reminded the Mayor that he <br /> had received a call . from...a Mrs . Stafford on Edgemere Avenue--complaining- <br /> of the noises generated. by trucks coming and going on the Berger <br /> property all night long. Staff. .will look into this complaint. <br /> Councilman Ranallo indicated he . had been the recipient of very favorable <br /> comments from the citizenry about- the. efficiency of the Fire Depart- <br /> ment in handling. the recent football game injuries . The October Fire <br /> Department Report was ordered filed as informational. <br /> Motion by .Councilman Marks and seconded by Councilman Ranallo to <br /> accept the bid from and approve payment- of $1,500 to Tri-State Pump <br /> and Control, Hamel, MN. ,. for the repairs to the Foss Road Lift Sta- <br /> tion, as recommended by the Public Works Director. <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> accept the proposal from Short-Elliott-Hendrickson, Inc. for the <br /> administration of the City ' s .MSA. fund. account for 1984 , on condition <br /> the costs of that service not exceed $2 ,000 . <br /> • Motion carried unanimously. <br /> The August and- September financial reports for the City were ordered <br /> filed as informational. <br /> Mr. Childs reported receiving an .Action Alert regarding the proposed <br /> federal government legislation which would severely restrict the <br /> issuance of Industrial Development Bonds and polled the Council members <br /> for direction for a response. The general consensus. was that these <br /> bonds might in the future, .as they had in the past, serve the needs <br /> of the City for redevelopment as well as. new development projects', <br /> citing the use of- these tools as the - impetus .for the development of <br /> the industrial park and the renovating of the Apache Mall. The <br /> Manager will write a letter opposing the legislation. <br /> Mr. Childs had provided the recap of 1982 audited financial statements <br /> sent by the State Auditor and he drew :the Council ',s attention to the <br /> fact that in many instances the per capita measurements comparing <br /> St. Anthony with other cities in the - same class were very favorable to <br /> the City and the City 's bonding indebtedness was significantly below- <br /> stat e. .levels . <br /> Motion by Councilman Ranallo and seconded by Councilman Marls to <br /> direct staff to write to the Metropolitan Council indicating the <br /> St'. Anthony Council strongly supports the Association of Metropolitan <br /> • Municipalities policy statement regarding the Economic Development <br /> Policies proposed by the Metro Council that the Metropolitan Council <br /> should continue , as mandated by the State , . to "plan" , but not to <br /> "operate" development programs. <br />
