• CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> February 14, 1984 <br /> The meeting was opened at 8: 32 P.M. with the Pledge of Allegiance led <br /> by Mayor Sundland. <br /> Present for roll call : Ranallo, Sundland, and Enrooth. <br /> Absent: Makowske and Harks (arrived at 8 : 35 P.M. from public meeting) . <br /> Also present : David Childs , City Manager; and Larry Hamer, Director <br /> of Public Works. <br /> The meeting had been delayed so Council members and staff could attend <br /> the public meeting in the Parkview cafeteria which was conducted by <br /> representatives of the federal and state Departments of Agriculture <br /> and an entomologist from the University of Minnesota who reported the <br /> proposal they intend making to the State Commissioner of Agriculture <br /> for the eradication of the Gypsy Moth in St. Anthony. In addition to <br /> City officials and staff, approximately two dozen residents and <br /> environmental group representatives were present to ask questions <br /> about the type of eradication proposed to prevent further infestation <br /> of this defoliator of both deciduous and coniferous trees . The general <br /> • consensus of those present was a sense of gratification that the moth <br /> had been detected soon enough and had been kept to one small area <br /> making biological rather than chemical spraying possible. <br /> Motion by Councilman Ranallo and seconded by Councilman .Enrooth to. <br /> approve as submitted the minutes of the Council meeting held=.January <br /> 24 , 1984 . . — - <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> approve payment of all claims as presented in the February 14, 1984 <br /> Council agenda as follows: <br /> 1. All verified claims listed for December 31 , 1983 , and February 14 , <br /> 1984. <br /> 2 . $1, 503. 15 to Edward J. Hance for December prosecutions . <br /> 3. $22 , 877 to Ramsey County for the City 's share of right-of-way <br /> acquisition costs on the rebuilding of County Road D (all reim- <br /> burs ib le from CDBG funds) . <br /> 4 . $1 , 6.55 . 61 to �Short-Elliott-Hendrickson, Inc . for 1983 -�MSA information. <br /> 5. $2,00.0 .0.0 to Short-Elliott-Hendrickson, Inc. for preparation of <br /> plans for the watermain construction on County Road D. <br /> • Motion carried unanimously. <br />
