-6- <br /> Councilman Makowske indicatedshe was very interested in giving the <br /> • cities an opportunity of selecting the Metro Council members and would <br /> like to see the Metro Chair selected in the same manner. Mayor <br /> Sundland reported the A.M.M. had lobbied hard for this legislation <br /> and Councilman Marks indicated he perceived the new selection procedure <br /> would be better because the elected officials are the ones who work <br /> with the Metropolitan Council in more instances . <br /> At 8: 15 P.M. the Mayor opened the public hearing on the Year X CDBG <br /> funding allocations for which there was no Commission- recommendation <br /> since that body had deferred such action until their April 3rd meeting. <br /> The Council hearing had been set up to follow after the Planning <br /> Commission consideration and a notice to that effect had been pub- <br /> lished in the Bulletin, March 8th. <br /> 'The_ Manage_r had-been-re ' uested b Y' <br /> y the Commission to contact Hennepin; <br /> County staff to ascertain the feasibility of various options the <br /> Commission members had offered for allocating the City ' s share of <br /> Year X CDBG funds , amounting to $34 , 819 . In his March 23rd memorandum, <br /> Mr. Childs had advised that none of the Commission suggestions appeared <br /> to meet the criteria set for these funds because it would be very <br /> difficult to prove exclusive benefit to City residents with low or <br /> moderate incomes. <br /> Since the Commission hearing, the Manager reported meeting with <br /> representatives of the Walker Methodist Homes who had been selected by <br /> Arkell to sponsor the Kenzie Terrace 20.2 elderly rental housing <br /> project and they had requested $29 , 600 of the CDBG funds be allocated <br /> • to a no-interest loan to them which would aid them in providing the <br /> amenities in the proposed building which the 202 funding would pro- <br /> bably never cover, but which would be necessary, if that building is <br /> to meet the standards for housing set for St. Anthony and the rest of <br /> the Kenzie Project. <br /> Under staff' s new proposal for CDBG funding, the programs requested <br /> by the Community Services would be retained but. the housing rehabili- <br /> tation could be undertaken another year, the Manager told Councilman <br /> Makowske. <br /> One of the projects proposed by Commissioner Bjorklund had been the <br /> allocation of CDBG funds to rewrite the Know Your City directory for <br /> the City and the Mayor suggested that might be a project which the <br /> revitalized St. Anthony Chamber of Commerce would underwrite. <br /> Councilman Enrooth said he perceived' there would be no problem with <br /> having advertisements in the booklet this time around, since one of <br /> the functions of such a directory would be to acquaint the residents <br /> with the products and services offered in the City . Councilman <br /> Makowske indicated she had left a copy of the booklet St. Paul <br /> distributes in City Hall. She acknowledged that, although that <br /> particular booklet would probably be too expensive for St. Anthony, <br /> she perceived it contains many useful ideas which -could be adopted <br /> for the City booklet. <br />
