-4- standing sign proposed to- be erected by Dan Jaeger for the Hair Station at 3909 Silver Lake Road, with the option of incorporating into the sign copy the company logo and/or telephone number as Tong as the total sign area on both sides doesn 't exceed the 50 square feet allowed by the Sign Ordinance, and to further permit the sign to be ground lit only during the hours of operation. The applicant will be given until June 1 , 1985 to erect the sign in .the manner he had proposed during the Planning Commission public hearing on his request December 11 , 1984. Motion carried unanimously. Mayor Sundland indicated. he had assumed from the Commission report that the matter of the flashing lights in the window of the Video Update store at 3501 Kenzie Terrace would not .be pursued further by the store owner. The Mayor stated that he was in complete agreement with the Commission's denial of the validity of that sign and perceived the store owner's attempts to blame the Public Works Director for the expense incurred when .Mr. .Belisle had erected a non-conforming sign in his window to be inappropriate. Mayor Sundland said he wanted to "take the opportunity at the end of 1984, a year St. Anthony won't soon forget, to wish all our residents and business people the most happy holiday season and prosperous '85 on behalf of myself, the Council , and the Village employees and their families". The Mayor indicated he especially wanted to extend his. own and the Council 's heartfelt appreciation and a wish for a Merry Christmas and Happy New Year to Mr. Bowerman and other fine residents like him, who "give so much to the community with their service on the commissions and committees". Councilman Makowske reported having been approached by the Treasurer of the Ramsey • County League of Local Governments to serve on that organization 's Board of Directors and she requested the Council 's supportin that endeavor. The Manager was requested to write a letter to be signed by the Mayor and Council supporting. Councilman Makowske's nomination to serve on the RCLLG Board. The response to the Waste Management Newsletter reporting that the company would be passing onto their City customers the raises the company incurred for dumping. Councilman Enrooth wondered if communications between -the City and Waste Management could be improved at least to the extent the City would be able to alert the residents to future raises in rates before they are assessed to them. The Mayor reported he and Mr. Childs had recently met with Mr. Pfeiffer of Waste Management who ,had indicated his own responsibilities had been cut down so he would be managing a smaller geographic area, including St. Anthony, and hopefully be better able to inform the City about any future company changes .in service or.rates before they are put in force. The Manager indicated he perceived the appointment of Steve Christen to supervise Waste Management 's northern suburban residential service should bring about some improvements in the service. to the community in the future. Mr. Childs advised Council members to refer any complaints to Mr. Christen directly and the Mayor indicated he was satisfied that Waste Management was sincere. in their efforts to avoid service problems of the past. Councilman Makowske indicated she was happy to receive the announcement that the MTC would be adding Saturday service and extending their weeknight service along Silver Lake Road at the end of the month, perceiving this would be a real benefit to the City residents. Councilman Marks reported- the Planning Institute training sessions in Brainerd had been the largest he had ever conducted, with 76 persons in attendance where only 35 to 40 persons. had been expected..
