-3- <br /> The <br /> 3 The December 13th letter from the Hennepin County Bureau of Emergency Preparedness <br /> regarding the proposed siren conversion project was- in the agenda packet and Mr. Childs <br /> • commented that the item had never been -budgeted for because of the uncerta.inity <br /> about its becoming a reality. When the conversion is made, he said the funds would <br /> be transferred from reserves to purchase the equipment which would be required to <br /> convert the City sirens to .receive the radio activated control signals. Mayor Sundland <br /> told the student observer that if the power goes out, even with the new system, <br /> there would be no siren sound. . Councilman Marks observed that, after various state <br /> and federal grants are applied to the equipment costs, the City might have to pay <br /> only a quarter of the purchase costs for the equipment. <br /> The agenda packet included the December. 18th metter from the North Suburban Cable <br /> Commission related. to the monitors the City must have for the other cable equipment <br /> which has already been received. Mr. Childs reported that since that letter was <br /> received,: the MSCC had voted to pay for the monitors. Our monitor will be installed <br /> in the City Council Chambers. <br /> The December 29th memorandum from the .Minnesota Cable Communications Board assessing <br /> the effect of the Cable Communications .Policy Act of 1984.on Minnesota franchises, <br /> statutes, and the Cable Board's own rules, was ordered filed as informational . Tim <br /> Pekarek inquired .when the City could expect to see the Council proceedings broadcast <br /> and was told by Councilman Ranallo that would probably not happen at least for a year, <br /> because the City doesn't yet have the necessary taping equipment. <br /> The agenda included -the December 14th notice that a public hearing would be held in <br /> the Metropolitan Chambers January 28th to receive public comment on the proposed new <br /> regional Solid Waste Management Development Guide/Policy. Plan, .copies of which had <br /> • been distributed to the Council and Mayor by the Manager. Mr. Childs indicated he <br /> had some concerns about the proposal , including the recommendation that in 1988 the <br /> State Legislature set up a system for requiring all residents to separate their own <br /> recyclable materials. The Mayor- said he foresaw this might be difficult for older <br /> residents and Mr. Childs indicated he perceived many people like himself would rather <br /> pay to have the garbage haulers perform this serv.ice. Councilman Marks indicated he <br /> believed-the prohibition of land disposal of unprocessed municipal waste should have <br /> been mandated sooner than 1990. <br /> At 8:00 P.M. the Mayor read the notice and opened the hearing to consider the imple- <br /> mentation of the Old- Highway 8 (.Walbon) Redevelopment/Tax Increment Plan for the <br /> development of the 32 unit townhome project proposed to be constructed on the <br /> triangular shaped parcel of land generally described as the southwest corner of the <br /> intersection of 33rd Avenue N.E. and Old Highway 8, containing approximately 110,000 <br /> square feet of land now owned by the Walbon family. <br /> The notice had been published in the January 2, 1985 Bulletin and meetings to get <br /> nei_ghbor.hood input had preceded the hearing. Four of these neighbors were present. <br /> The. packet containing the Redevelopment/Tax Increment Plan, the Consultant 's <br /> recommendations for Council and H.R.A. action, as well as pertinent data on the <br /> redevelopers proposal to construct the project and site plans for the townhouse <br /> project they propose to construct on the Walbon property had been distributed in <br /> advance of the meeting to the Council members. <br /> Mr. Krier indicated the course of action he proposed would conform to the policies <br /> previously adopted -by the City and suggested by state statutes and would include the <br /> referral of the Plan to the H.R.A. for their deliberation and referral back to the <br /> Council following.the comment and recommendations of the Planning Commission, School <br /> District #282, and Hennepin .County.
