-5- <br /> accumulate funds until there were enough for a large project, which because that <br /> • was not allowed by Hennepin County, had caused some of these funds to be lost to <br /> the City in the past. There were no objections to the Manager handling the matter <br /> in the way he had recommended. <br /> Mr. Childs reported he and the Mayor had attended a meeting with the Chairman of <br /> the Board and Superintendent of District #282 schools where.-a preliminary dis- <br /> cussion of the City's Park View lease was held. The Manager said he anticipated <br /> no major problems with eventually reaching a satisfactory agreement with the <br /> school . The general concurrence was that it would be the best course to have <br /> staff continue these negotiations. Councilmember Ranallo suggested it might be <br /> beneficial for staff to prepare data on the services the City provides the school <br /> district at no charge as a bargaining chip in those negotiations. <br /> Councilmember_ Enrooth indicated that he-perceived that, even though rents would <br /> be going up .to $1.,000 a month now that the City is no longer providing janitorial <br /> services, with cost of labor and materials, the -City actually never saved that <br /> much and the hassle wasn't worth the difference. <br /> Mr. Childs reported he..and Larry Hamer had attended the Minnesota Pollution Control <br /> Agency's. briefing of Briggs & Morgan 'on what the Army intends to do regarding the <br /> water contamination problem and the Manager said he anticipated it would be <br /> February before the Phased addendum report would be available. However, the <br /> City' s contamination figures appear to be holding and the Manager indicated he-..saw <br /> no need for further conservation efforts this summer outside the partial connection <br /> of part of the City's water system with. Roseville. Mr. Childs said he had been <br /> • very impressed with the figures the MPCA had compiled and had arranged to have them <br /> make the same presentation to the Council at an upcoming meeting. <br /> The July 3rd letter from the Metropolitan Council Chair related to the appointment <br /> of Regional Transit Board members was noted and filed. <br /> Motion by Councilmember Marks and seconded by Councilmember Makowske to adopt the <br /> resolution which authorizes the use of City MSA funds for the County Road D <br /> reconstruction project, with the deletion of "dollars" after $22,877 in line 7. <br /> RESOLUTION 85-031 <br /> APPROPRIATION -OF MUNICIPAL STATE AID FUNDS <br /> TO C.S.A.H. TO T.H. PROJECT <br /> Motion carried unanimously. <br /> The format of the ordinance amendment authorizing Group W Cable to combine the <br /> higher education and private education channels had been revised according to <br /> Council direction, June 25th. <br /> Motion by Councilmember Makowske and seconded by Councilmember Marks to approve <br /> the second reading of Ordinance 1985-003. <br /> ORDINANCE 1985-003 <br /> AN ORDINANCE AMENDING ORDINANCE 1982-009 <br /> • REGARDING THE FRANCHISE AGREEMENT BETWEEN THE <br /> CITY OF ST. ANTHONY AND GROUP W CABLE <br /> Motion carried unanimously. <br />
