-4-
MULTIPLE DWELLING REGISTRATIONS
• Ivy League Associates for '3804 Highcrest Road
Cameron Properties .for 3721 Chandler Drive
Sheldon Mortenson for 3713, 3720, 3721 , 3727, 3728, and 3800 Foss Road
Motion carried unanimously.
Motion by Councilmember Marks and seconded by Councilmember Enrooth to approve
payment of the following claims as they were listed in the July 9, 1985 Council
agenda packet:
$3,286 annual dues to the League of Minnesota Cities;
$6,000 to St. Anthony School District .#282 for the City's use of the Park View
facilities from April through June, 1985; and
$9,750 to Adrian Helgeson and Company for the 1984 audit and financial statements
of various City funds.
Motion carried unanimously.
Councilmember Makowske reiterated her invitation to.-attend the RCLLG picnic and
tour of senior housing projects, July 17th. She also reported her son had gone up
to the High School cafeteria with the intention of attending the Alternative Teen
Center dance but had found the place empty. The assumption was that the dance
"had been called off because of the Fourth of July holiday and that communications
about these events might not be the best they could be.
Councilmember Enrooth reported receiving calls related to the flyer being dis-
tributed throughout the City advertising that a company in Minnetonka would be
painting home addresses on the City curbsides and said he was also disturbed that
the wording of the advertisement seemed to infer the service was City sponsored
and promoted. Councilmember Ranallo recalled that in the past similar projects
had been endorsed by the City. The Manager was requested to contact the flyer
company to request they rewrite their promotional literature. He said he was
certain they had actually seen the advertisement itself.
Mr. Childs distributed copies of the July 5th letter from ;the'Minnesota Housing
Finance Agency informing him that the St. Anthony proposal had been selected for
funding under the 1985 Municipal Home Mortgage Program. The mortgages would be
made through the St. Anthony National Bank and the Manager said the bank had been
willing to carry mortgages for only four homes at first until they became more
familiar with the program. Councilmember Enrooth agreed that might be a wise move
since, although there are a good number of $75,000 homes in the City which might
qualify, there might not be a large number put on the market at one time.
The agenda packet included a copy of the proposed Joint Cooperation Agreement
whereby Ramsey County would provide a program of community development block grants
for St. Anthony, which Mr. Childs had indicated staff believed should be signed.
He said, if there was no Council objection, the necessary response would be made
by July 17th, with the agreement returned for Council execution in August. The
Manager reiterated that the City could apply for CDBG funds through both Hennepin
and Ramsey County and Councilmember Makowske indicated she perceived the City would
• have some options through Ramsey County not provided by the Hennepin County program.
The most important of these, Mr. Childs said, would be the City's ability to
