-3- <br /> Councilmember Marks indicated he anticipated attending the Miller Schroeder legisla- <br /> tive task force all-day meeting, August 22nd, where legislators Schreiber and Novak <br /> would be on the panel , as well as the 7:30 A.M. meeting of the Youth Service Bureau <br /> Executive Board the same morning. <br /> Councilmember Enrooth said several -persons had asked him who was responsible for <br /> trimming the trees along St. Anthony Boulevard and the Manager said he assumed, <br /> because the City right-of-ways in that area are so wide, it would be the City's <br /> responsibility to take care of even the trees beyond the sidwalks. <br /> Councilmember Makowske indicated she would be unable to attend the next meeting of <br /> the Ramsey County League of Local Governments to be held at 7:30 P.M. at the North <br /> St. Paul City. Hall and asked Councilmember Enrooth, the City's alternate delegate <br /> to that body, to go in her place. The topics for discussion would be Comparable <br /> Worth legislation and the Fair Labor Standards Act, which should make for an <br /> interesting evening, the Councilmember said. <br /> The Mayor Pro Tem thanked Steve Carlson for attending with him the meeting con- <br /> ducted for state and local officials in Richfield where possible remedies for the <br /> air traffic problems over the metropolitan area were discussed. Because of the <br /> overflow crowd of between 250 and 300 persons, not much was accomplished, according <br /> to the St. Anthony representatives, who came away from the meeting convinced that <br /> St. Anthony's level of annoyance was minimal when compared to reports from the <br /> communities who are closer to the International Airport. Mayor Pro Tem Ranallo <br /> illustrated on the .blackboard the configuration of the runways at International <br /> which caused planes leaving the airport to circle around and fly over St. Anthony. <br /> • He said a task force had been formed to explore with both the MAC and the FAA the <br /> possibility of adding another runway at International so the flight patterns could <br /> be more evenly directed. <br /> During the consideration of the City Prosecutor's report on St. Anthony cases tried <br /> in the Hennepin County Court July 17th, Councilmember Marks expressed his chagrin <br /> to see how-many of the traffic related DWJ fines and sentences had been either <br /> stayed or greatly reduced for St. Anthony offenders, a number of whom had been <br /> found not only guilty of those offenses, but in many cases were second and third <br /> time offenders: Councilmembers Enrooth and Makowske indicated they shared <br /> Councilmember Marks' sense of frustration, which the former said he understood <br /> is experienced to greater degree by both the arresting officers and prosecuting <br /> attorneys. <br /> Ed Hance and Pat O'Meara, the City Prosecutors, had indicated as much when they told <br /> the Council earlier that year the problems they have with Hennepin County judges <br /> who strongly push for lighter penalties for this type of offense. Councilmember <br /> Makowske agreed to find out if there would be any interest on the part of the RCLLG <br /> to invite a Ramsey County judge or Tom Foley, the County Attorney, to a future <br /> meeting to give some insight on how the legal process works in this regard. <br /> The final report from the Tornado Relief Fund Committee was tabled until the <br /> Committee Chair could be present at a Council meeting. <br /> The June Financial and July Fire Department reports were ordered filed as informa- <br /> tional as was theJuly liquor operations sales summary following a brief discussion <br /> • with the City Manager related to the impact he perceives the recent openings of <br /> competing liquor warehouses ,in neighboring cities have had on the City's operations. <br />
