He indicated he would be circulating his copy of the Sept- <br /> ember 7th comprehensive planning study done by a member of the Metropolitan Council <br /> which the Mayor perceived might be a "real eye-opener". <br /> Councilmember Marks said a conversation he had recently with a person who knew a <br /> great deal about this kind of study, had raised some real doubts in his own mind <br /> about whether the proposed project could be expected to promote the economic growth <br /> for the state the proponents had claimed. The Councilmember indicated he supported <br /> the Mayor's signing the resolution and there were no statements of opposition from <br /> the other Councilmembers. <br /> Councilmember Makowske indicated she had attended a Ramsey County League of Local <br /> Governments Board meeting September 6th, where the Council 's suggestion that the <br /> RCLLG invite a Ramsey County judge and prosecutor to a future meeting was enthu- <br /> siastically accepted for the October meeting. The Councilmember also reminded the <br /> other Councilmembers that St. Anthony would be hosting the next RCLLG meeting in the <br /> City Council Chambers September 18th where Chuck Wiger and Mary Hauser of the <br /> Metropolitan Council would be giving an update on Council issues. <br /> Councilmember Makowske also reported the AMM Housing Committee, on which she serves, <br /> had turned out to be a very active body and she had been unable to attend their <br /> latest meeting at noon the same day. However, she said, she had circulated for the <br /> Mayor's and other Councilmembers' input the resolution formulated by the Committee <br /> several weeks ago. <br /> • Councilmember Enrooth. reported the Middle Mississippi Watershed District, a joint <br /> powers organization of six or seven cities and entities, which abut the Mississippi <br /> River C93% of which land belongs to Minneapolis) had met that same day. The Council- <br /> member indicated the City would be assessed $700 for its share of the state mandated <br /> study of the surface water runoff due December 31 , 1985 and he had been appointed <br /> to serve as Treasurer and to find a depository for those funds. The purpose of the <br /> study is to identify the storm waters which flow from each municipality into the <br /> river and to recommend policies for controlling that flow, he said, and he perceived <br /> there would be little or nothing St. Anthony could do to effect the water quality <br /> outside setting up holding ponds within the municipality which would have to be about <br /> the size of Lakes Harriet or Calhoun, since all the City water ends up in Minneapolis <br /> interceptors right now. Mr. Childs said he understood the intent of the study might <br /> also be to set up some broad policies which would suggest actions the cities could <br /> take to improve their storm sewer flow., including being careful about street sweeping <br /> and avoiding the .introduction ofcontaminants into the sewer system. He pointed out <br /> that one positive result of establishing the district had been to remove Gross Golf <br /> Course Minneapolis Park Board propertyl from St. Anthony's responsibility. <br /> Councilman Ranallo indicated he had received a number of calls and complaints from <br /> the neighbors near the former Johnson Greenhouse site about the trucks hauling dirt <br /> in rainy weather leaving a couple of inches of mud on the adjoining streets and the <br /> backhoe scraping the top off the newly laid sealcoating. He said many of those who <br /> called expressed concern about the purpose of those large piles of dirt. The Council- <br /> member said the City Manager had agreed to contact the developers and to let the <br /> neighbors know just what they can expect from that project. <br /> • <br /> Councilmember -Marks indicated he had learned from Dave Wilmes that the Youth Bureau <br /> Director would be contacting all the schools now that they are back in session and <br /> that he had an appointment with the St. Charles principal the following Friday. <br />
