-4- <br /> As clarification of the August liquor sales summary, Mr. Childs had distributed copies <br /> of the report with the August 1983 figures written in which showed the 1985 figures <br /> • were actually equal to or a little above those for the same month in 1983. The <br /> Manager said he had done this because there could be no fair comparison made between <br /> the sales figures for 1984 because of the effect the tornado had on the liquor <br /> revenues that year with the Apache operation closed most of the spring and summer <br /> and the opening of the new liquor warehouse in the southern part of the City at the <br /> end of 1983. Councilmember Enrooth commented that he perceived the City has a basic <br /> draw for this operation which may shift from location to location from time to time <br /> but keeps the total sales figures fairly stable. <br /> Councilmember Ranallo indicated he was very pleased to get these comparisons which <br /> showed the City's liquor operation totals, unlike 93% of other liquor businesses, had <br /> actually gone up rather than down the last few years. He asked Mr. Childs to continue <br /> drawing these comparisons in future reports and asked if staff had any new recom- <br /> mendations related to Store #1 . The Manager told him that operation would continue <br /> to be evaluated on a month to month basis, but current figures certainly did not <br /> indicate a need for closure of Store #1 , especially when check cashing profits are <br /> added to the sales figures. <br /> The August Fire and June and July Police Department reports were ordered filed. <br /> Mr. Childs reminded the Councilmembers that the groundbreaking ceremonies for the <br /> Village Townhomes of St. Anthony would be held at 4:30 P.M. the following afternoon <br /> followed by the budget work session at 5:15 P.M. <br /> The Manager then indicated the Mayor and Councilmembers had been invited to join <br /> • the members of the School Board at a reception following the high school Homecoming <br /> game, September 27th. <br /> During the discussion of the September 3 staff notes, the Manager reported Carol <br /> Johnson was making a good recovery from her back surgery and should be back at work <br /> full time in a few weeks at which time Connie Kroeplin would be having facial surgery, <br /> which would keep her away from the office for several weeks. <br /> Councilmember Marks indicated he would accept the invitation from the Ramsey County <br /> Community Human Services Department to serve on the task force to study adult day <br /> care facilities in Ramsey County. <br /> The September 6th letter from Briggs & Morgan, which the Council had accepted as an <br /> agenda addendum, had requested ratification from the Council that the special <br /> counsel had been authorized to file an intent to file a claim against the Army, and <br /> Mr. Childs said, had been prompted by the Army request for official documentation <br /> of the City's intent. <br /> Motion by Councilmember Marks and seconded by Councilmember Ranallo to adopt <br /> Resolution 85-038. <br /> RESOLUTION 85-038 <br /> A RESOLUTION RATIFYING ACTION OF CITY MANAGER, <br /> MAYOR, AND SPECIAL COUNSEL IN PREPARING AND <br /> PRESENTING A CLAIM UNDER FEDERAL TORTS CLAIMS ACT <br /> • AND A NOTICE OF CLAIMS UNDER VARIOUS <br /> FEDERAL ENVIRONMENTAL STATUTES <br /> Motion carried unanimously. <br />
