-3- <br /> The Council concurs further with the Planning Commission, that the Final P.U.D. <br /> • Plan is compatible with the Development Concept and Detailed Concept Plans for <br /> this project and that adequate opportunity had been provided for public input which <br /> no one took advantage of to express opposition to the Plan or the project. <br /> Motion carried unanimously. <br /> As stated in the minutes, the Manager would be reporting the Commission input <br /> related to the proposed Redevelopment/Tax Increment Plan for the Chandler Place <br /> project to the Housing and Redevelopment Authority, October 8th. <br /> No Council action was deemed necessary regarding the Commission interpretation that <br /> the sign variance granted the previous tenant in the beauty shop at 3909 Silver <br /> Lake Road could be retained for the 3 foot by 8 foot groundhugging sign proposed <br /> to be erected by George Deschene as identification of the beauty shop he plans to <br /> relocate from the St. Anthony Village Shopping Center into that building. <br /> Commissioner Bjorklund told Councilmember Makowske it was true that this would be <br /> his last year on the City Planning Commission and was thanked for his seven years <br /> of service to the City on that board. <br /> Mayor Pro Tem Ranallo asked the Commissioner to get the word around that the Fire <br /> Department would be sponsoring a fund raiser October 12th to purchase a $10,000 <br /> portable pacemaker defibrillator for Department use in cardiac emergencies. Com- <br /> missioner Bjorklund indicated he perceived there might be a good response from the <br /> community with its older population, where the majority of the calls the Fire <br /> Department responds to involve medical emergencies. <br /> • Councilmember Makowske reported she and Councilmember Marks and City Manager David <br /> Childs had attended the Ramsey County League of Local Governments meeting which <br /> had been held September 18th in the Council Chambers. Both Councilmembers indicated <br /> they had found the meeting very informative and had appreciated the opportunity <br /> to have questions they had about matters pending before the Metropolitan Council <br /> answered firsthand by Chuck Wiger and Mary Hauser and Metro Council staff persons. <br /> Mr. Childs told Councilmember Enrooth the newsletter to be mailed with the water <br /> bills would remind residents of the City's winter parking restrictions, which the <br /> Manager agreed would be especially timely this year,' '-with one of the earliest,,snow- <br /> falls on record just that morning. <br /> Councilmember Makowske announced that the Association of Metropolitan Municipalities <br /> Housing Committee, on which she serves, would be sponsoring an Affordable Housing <br /> Conference October 25th which she suggested might be especially interesting since <br /> H.U.D. respresentatives would be present to answer questions about future govern- <br /> ment housing programs. <br /> The Mayor Pro Tem indicated he had attended State Representative John Rose's town <br /> meeting with St. Anthony residents in the Council Chambers the previous evening <br /> and reported there had been a problem with the outside doors which the Councilmember <br /> perceived might have accounted for a smaller than expected attendance. Mr. Childs <br /> said he had encountered the same problem with the locks that evening and had to <br /> prop the doors open to allow access to the meeting. The Manager said he would <br /> Is <br /> report the problem to the school district who had installed the new doors on the <br /> building. <br />
