CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> October 22, 1985 <br /> The meeting was opened at 7:30 P.M. with the Pledge of Allegiance led by Mayor <br /> Sundland. <br /> Present for roll call : Sundland, Marks, Enrooth, and. Makowske. . <br /> Absent: Ranallo. <br /> -Also present: David Childs, City Manager. <br /> Motion- by Councilmember Marks and seconded by Councilmember Makowske to approve <br /> the minutes of the Council meeti.ng'=held October 8., 1985 with the following amend- <br /> ments: <br /> Page 2, para.,-. 7: Add of _that committee" to ,the last sentence of the paragraph. <br /> Page 3, para.- 6: : Insert "than last year" between "more" and "to" in line 1 . <br /> Page 5, para. 3:. Correct spelling. .of, "proposed" in line 2. <br /> Motion carried unanimously. <br /> !Motion by Councilmember Marks and seconded by .Councilmember Enrooth to grant a <br /> • contractors license to D & S Contracting, Minneapolis, and a motor vehicle starting <br /> license to Apache Mobil Service. <br /> Motion carried unanimously. <br /> Motion .by Councilmember Makowske and seconded by Councilmember Marks to approve pay- <br /> ment of all claims listed in the October 22nd Council agenda packet or distributed <br /> before that meeti.ng as follows: <br /> The September 20 and October 22, 1985 listing of verified claims; <br /> -The, August billing of $26,813.1.5 to, the Metropolitan Waste -Control Commission; and <br /> $1 ,825 to the Edward J. `Hance Law Firm for prosecution services. from September 5 <br /> through October 2, 19.85. <br /> Motion carried unanimously. <br /> Mayor. Sundland commented that he certainly appreciated the detailed listing of pro- <br /> secutions the Hance firm was handling each month. As a. related matter, Mr. Childs <br /> distributed copies of the- state sentencing guidelines which he had received at a <br /> recent-meeting with the Ramsey County Commissioner, Don Salverda. The Manager said <br /> he had been: shocked to see the number of offenses a criminal could be found guilty <br /> of before 'serving a prison sentence. <br /> Councilmember Marks commented that these guidelines might account for what the <br /> Council perceives to be very lenient fines and sentences imposed by the Hennepin <br /> • County -judges. He also said he had been amazed to learn the existing guidelines <br /> had been established by the legislature in an attempt to "tighten up the sentencing <br /> procedures". <br />
