-2- <br /> John Madden was present to report the minutes of the October 15th Planning Commission <br /> • meeting which included the Commission's positive reaction to the expansion plans <br /> for the Nativity Lutheran Church across from City Hall for which they hadbeen <br /> requested to give a conceptual review. <br /> The Commission representative told the Council members the architect for the project <br /> had redrawn the plans to eliminate a setback encroachment which had been protested <br /> by Richard Porter who lives just west of the church at 3929 Belden Drive. The <br /> decision to maintain the required 25 foot setbacks all around the building, would, <br /> in effect, he said, leave only a conditional use permit for the new addition on <br /> the west side to be acted on by the Commissioners during the hearing scheduled for <br /> their November 19th meeting. <br /> Commissioner Madden indicated he would anticipate the main focus of that hearing <br /> l would be how the drainage from the new addition would be dealt with since there <br /> had been a history of seepage from the west parking lot into both Mr. Porter's <br /> basement and the church's own lower level rooms. The church's plans to construct <br /> a new parking lot on property they owned south of the church on the corner of <br /> Silver Lake Road and 33rd Avenue N.E. had, however, been enthusiastically accepted <br /> by the Commission members, some of whom indicated they would expect the availability <br /> of parking next to the church might alleviate some of the congested parking con- <br /> ditions around Park View whenever there were City, school , and church activities <br /> scheduled at the same time, the Commission representative said. He also indicated <br /> the Commissioners had agreed it would be best to put the curb cut off 33rd Avenue, <br /> although Commissioner Hansen had questioned whether the driveway might be too close <br /> to the stop light on that corner. <br /> • There were no Council suggestions related to the church proposal and Mayor Sundland <br /> told Commissioner Madden he perceived the Commission had been on the right track <br /> when they had indicated a pylon sign would not be accepted for the Hardees Rest- <br /> aurant at 4004 Silver Lake Road and had urged the owners to return with signage <br /> which would conform better to the signs permitted other businesses in that area. <br /> The Mayor also commented that he was happy to see the minutes had reported that the <br /> Council members who had been approached by the contractor who is building homes <br /> in the Johnson Manor Addition, had referred the builder to the Planning Commission <br /> to get their reaction to the proposed land transfer between two of the lots he is <br /> developing. At least, in this instance, the Council had strictly adhered to the <br /> accepted procedures, he said, where occasionally in the past, some Commissioners <br /> had complained they perceived this had not always been the case. Commissioner <br /> Madden said he had noticed no major deviation since he had come on the Commission. <br /> Councilmember Enrooth speculated that, in light of the reported proposal from. Bernard <br /> Blanske to build eight townhomes in the area of Silver Lake Road and Silver Lane, <br /> it might have been a mistake for the City to permit the double garage to be included <br /> when the older Blanske home on that corner had been rebuilt after the tornado. <br /> Mr. Childs told him that the City staff had been working with Sid Johnson since <br /> the tornado on a concept which would have resulted in a townhouse project which <br /> would have included the house in question, but were unable to bring the concept <br /> into reality. With the recent death of Mr. Johnson, Mr. Blanske had taken over the <br /> project. <br /> • Rice Creek Watershed District Advisory Board on which he serves had held their <br /> fifth and second to the last meeting, Councilmember Enrooth reported and, he-said he was <br /> very hopeful that the final document on which the board had been working would <br /> also address the quality of the water which is returned to the ground through the <br /> percolation process. <br />
