' The memorandum also <br /> reported the three bids submitted for the. equipment, as well as Mr. Hamer's recom= <br /> mendation to accept the lowest. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to accept the <br /> $8,529..16 bid from Lano Equipment for the purchase of. a Melroe Bobcat loader and <br /> a heated cab with- wipers, as recommended by the Public Works Director with the cost <br /> of the loader`to'-be paid- from the 1986.Capital- equipment budget (.$7;829.16) _ and-the <br /> heated cab to be paid from" the 1985 Capital equipment budget ($700.00) . <br /> Motion carried unanimously. <br /> The Mayor and Manager reported gaining .some insight related to the uncertain future <br /> for both housing development and tax increment bonding from the discussion with <br /> someone from Senator Dave Durenberger's, office during a Chamber of Commerce they <br /> had attended that noon. Mayor Sundland said he perceived the message given .com- <br /> muniti.es with aging populations like St. Anthony was that they should let their <br /> congressional delegates know right away such cities would be facing serious problems <br /> without some federal funding. Councilmember Makowske commented that there might be <br /> an*opportunity to do just that the following Saturday when Congressman Martin Sabo <br /> would be conducting a: town meeting- for his constituents in Logan Park. <br /> Mr. Childs explained that passage of- Resolution -85-046 in the agenda packet was <br /> • required because the City had imposed a special levy to cover the purchase of <br /> capital equipment for the fire and police departments, for which a Certificate of <br /> Indebtedness must now be issued. <br /> Motion by Councilmember Marks and seconded by Councilmember Makowske to adopt the <br /> resolution which authorizes the issuance of a Certificate of Indebtedness for $9,500 <br /> which would mature December 30, 1985, for which the City would pay the St. Anthony <br /> National Bank interest at the rate of 6% per annum.. <br /> RESOLUTION 85-046 <br /> A RESOLUTION AUTHORIZING ISSUANCE OF <br /> CAPITAL EQUIPMENT.
